The explanation of that statement means that of all NA fleet the availability is low, meaning not all equipment is available for use. That also means of all 12 F7s only three (3) F7s are available for operation and the rest are down to the dogs.

Nigeria AF as in 15/09/2015 has only three F7S to protect the whole country. That we have seen and we do not need a rocket science to prove it to us.

Nigerian military technically and evidently has no capable Air force nor Navy. They have equipment limited to fight BH and not SANDF.

Yes we can deploy them outside our borders if the need arise we've done it before.

Same way South Africa cannot fight outside your home waters, we will sink your warships with air power, and sink your submarine when it snorkels after 48 hours underwater, you won't be able to take out our navy safe in the harbour, but we can sink your sub at sea with air power.
