Apparently, they were scared maybe by their threats or taunts and that was why they ran. They did not have any weapon so my assertion must have been the case.

I guess you meant to say 'unarmed' how are you sure the officer had confirmed they were unarmed? Let's say they didn't pose any threat to the officer, what of other people when one of the guys was high and misbehaving?
