You don't have a brain! Go and check the Nigerian Constitution! Buhari CANNOT appoint less than 36 Ministers (one per state)!

He has already reduced his cabinet by 6.

OBJ, Yar'Adua and Jonathan appointed 42 Ministers (one per state, 36, as made compulsory by the Nigerian Constitution; and additional 6 for each geo-political zone). However, Buhari is going to appoint only 36 (reduced by 6 compared to 42 appointed by past PDP governments)...
