Barcanista, where were you when Afe Babalola was paid millions to register a company for Obasanjo. Galaxy something is what it was called, I can't remember the exact name.

While I find the fact that it is outrageous that a website would cost 78 million or so to build, I also know that there is no fixed or standardised price for websites. Developers charge professional fees. Similarly no two lawyers will charge the same amount for the same matter. A web developer can charge a billion if he finds anyone naive enough to pay him that.

Where were you when the NFF used a few millions to have a Facebook page opened for them?

Going by what Bacarnista wrote, if it is true, doesn't he deserve a pat on the back at least for his effort? We need to call out every corrupt official. If that was Fash's reply, then Barcanista is right. Double standard is not a virtue.

But honestly sha, I hope the dude will channel all this his effort to a personal enterprise for now. Nigerian politics is so very chaotic. Anything and everything goes.

No matter how you look at it, I think Fash, Amaechi and Lai are top dogs for ministerial appointments. I base my position on their individual contribution to the emergence of PMB and APC, at the federal level.

The ministerial screening, beside its boring characteristics, brought forth something important. It showed that Nigerians are sorry to say, unintelligent. The understanding of the performance of the ministerial nominees was adduced by all and sundry, as an intelligent and successful showing, but the truth begs to differ
* FAYEMI, was at best a disgrace to his profession and alma mater. He could not successfully give a real answer to the mountain of allegations, of his financial mismanagement while in office
* Amina Mohammed was talking to herself, and at best sounded like the average female customer care official at the local bank
* Dambazau was so scared of being publicly riducled, that he barely answered any question posed at him
* Audu Ogbeh, stupiD1y implicated himself as a financier and founder of BOKO HARAM
* Fashola, despite being a lawyer with a degree from the prestigious University of Benin, ended up sounding like your average armed robber paraded by the police for the cameras. Its basic law 101, that ignorance of a crime is not innocence
And this people were applauded by the populace. We are in TROUBLE.

What have u said

Do not compound a simple issue of legal jurisdiction.

Stay on topic and stop pulling sidecars into discussion. Steallah Oduah is a sidecar. The subject here is on Fashola.

The question here bothers on integrity of public office holders while in power and both fellows share something in common, they both inflated public contracts outrageously and one is been rewarded while the other was reprimanded

@ topic, Though Fashola is someone I like, But his response during the screening was wack, Fayemi did much better. I don't know why some people were even hailing him.
The answer to your question is ignorance and that is what they want; that the entire country remains ignorant thus less opposition to their incompetence

Not only that, Fashola was not under oath at the ministerial review, he was at an interview....a job interview, so how did self-indictment get into this

Tonyebarcanista, I need you to enrol with me and shadow me while I mentor you on political wizardry. You are too impulsive, you run over yourself in your excitement and rush to push points across. I must warn you that our political pulse in Nigeria demand a bit of caution and reserve. Increasingly you are exhibiting signs of extremism and fanaticism that are out of character with my brothers from the Oil protectorates.

Though I share part of the sentiments you expressed, I think you are being unnecessarily harsh on Tonye. I was toeing your line of thought until recently when I started to appreciate his ability to stimulate political discussions. I did say somewhere else that Tonye must accept the insults as a job hazard; especially since I learnt that writing on the social media is a job for him. I don't agree with him most of the time but I think you should soften a bit in expressing your disagreement. Barcanista is a prospect. Some of his writeups are shallow but they always tell the other side of a story.

The brazen display of HYPOCRISY by some bigoted political followers in Nigeria is sickening.
The man did not even try denying the amount of public funds spent on a simple website and some misguided fellows are celebrating his kleptocracy.

TonyeBarcanista:
At the ministerial screening earlier today ex-Lagos state governor Raji Fashola was asked a direct question regarding the N78million appropriated for the building of personal website. Here was Fashola's response...

While we all agree that award of contract is an Institutional process, FASHOLA refused to tell the Senate that the process is only finalised when the relevant commissioner in charge of the affected ministry append his/her signature as prescribed by Section 30(5) of Lagos State Public procurement Law (2011) which Fashola signed into law... In fact subsection 5 was very clear...

30.— (1)   There is established by this Law in each of the State’s Ministry, Extra-ministerial Office/Department/Agency, Parastatal, Corporation, a Tenders’ Board.

(2)   Subject to the approval of the Board, the Agency shall from time to time prescribe the membership of the Tenders’ Board.

(3)   The Tenders’ Board shall have power to award and be responsible for the procurements of goods, works and services within the benchmark set in the Regulations to this Law.

(4)   In all cases where there is a need for pre-qualifications, the Chairman of the Tenders’ Board shall constitute a technical evaluation subcommittee of the Tenders’ Board charged with the responsibility for the evaluation of bids which shall be made up of professional staff of the procuring entity and the Secretary of the Tenders Board who shall also be the Chairman of the Evaluation subcommittee.

(5)   The decision of the Tenders’ Board shall be communicated to the Commissioner for implementation.
(EMPHASIS Mine)
http://www.lagosppa.gov.ng/ppa-law/tenders’-boards

Fashola Indicts Himself:
From the section (SPECIFICALLY subsection 5) it is expressly clear that the Fashola's administration through the affected Commissioner 'okayed' the contract to be awarded at that RIDICULOUS amount. We should also note that Commissioners are not elected but appointed by Governors and they report to Governors. That means the affected Commissioner must have reported the said contract to then Governor Fashola while reporting the activities of his ministry to his boss.

Looking at the defence that Fashola put up and placing it side by side with procedure, two things can be deduced;

1. Fashola was aware of the whole thing but deliberately LIED before the Senate to cover his track. He was fully aware of the deal. The job of the Commissioner is to ensure that contracts by the Tender Board is in the public interest. His/her signature is a testament of endorsement. Fashola as briefed but deliberately refused to revoke nor question the contract. In fact, he was silent about it until Ambode raised alarm. OR

2. Fashola was not aware thereby making him complacent of his duties as governor of Lagos state. If this is true (which is doubtful), then we beg to ask how many more inflated contracts went undetected by the Governor? This second is a statement of incompetence.

Both 1 and 2 are indicting if we look at them from any angle..

The 'I Never Signed Chequ' Holds No Water
The Fashola's 'I never signed cheque' statement is untenable anywhere. No Governor or Presidents signs cheque for the award of contract in Nigeria. There are Accountants that effect payment. What is required of the political officers is to APPROVE contracts for the Accountants to issue cheques. So why should Fashola use that as defence? Let me also remind all that NO Governor or President 'steal' or inflate contracts directly! The process to loot has always been INFLATION of contracts through relevant Commissioners/D-Gs etc.

It is however unfortunate that the Senate FAILED to ask relevant question but instead nod their heads in ignorance. It is very shameful that the same Nigerians that called for the head of Princess Stella Oduah over the N260million vehicle were singing Fashola's praise for the shabby defence that he put up.

Op in addition to all you have said, he used state funds to develop a personal website.he just confessed to abuse of office and corruption. In saner climes he would have been rejected as minister but I have already seen comments of some blind people singing his praise. I weep for Nigeria. What manner of change have we got?

Fashola had already given a detailed answer to anyone who understands the cost implications of maintaining an active website that is frequently updated.
He need not do that today as expected.

Just for the sake of ur ignorant 'likers'

I am not a fan of Fashola but his excuses are tenable any wia.

He said there is a board that fixes prices of contracts and it can never be given out 1naira above the fixed price.

So if the board sat and fixed that magnitude of work for for 75million and some one quote 70million, Fashola has no business with it.

And before u scream, programmers are not paid peanuts like your sponsors pay u to write the thrash you wrote to remain relevant.

you must be a person of very low intelligence. what this guys is doing is what all the youths should be doing ...putting good research on pubic issues...researches are for all to know and hold a public officer to scrutiny. if most of the Nigerian youths are like this, then each governor etc will sit up
but we all like to keep quiet so that we can lick the crumbs falling from the table or we are so intellectually lazy nothing can be offered as a counter
In sane societies, fasola will go jail not being rewarded with ministerial appointment ...thief is thief whether you steal billions or millions
