they used local engineers and saved what could have been spent in 5-folds on a foreign company. The company could have done very little like our engineers did and taken that much of that money. The 'save' is in this regard.

So does it not show you that whatever Buhari/kachukwu did at those refineries was a waste.

Why is it that after what they did, none of the refineries is working now and they need half a billions dollars to fix them?

It pains me that we have been so lied to and deceived by the new administration and their propaganda. Power is on the up LIE. Refineries are working at optimal capacity LIE. More LIES to come as we go on. BEDC in Benin city have continued with their power rationing impunity and no one does anything about it, both Oshiomole and his APC minions in the state house of assembly.
