Let's say Germany decided they are leaving NATO, all their equipment is still linked with link 16/22 they still have the code for link 16/22 . If NATO wanted to denied access to link16/22 they would have to change the entire code for link16/22 thus basically they will have to create a new data link.

Thus Germany kan still use link16/22 even if they fight without NATO.

South Africa acquired link 11 from NATO( although nobody knows how) and we could still use it even though we are not in NATO.
