I agree with you but let's not forget that majority of the funds involved here are security funds of which no one can question it's spending (at least until now) which is why most governors stash away huge sums under that sub-head

All madam does is release the funds as requested without question or direct where the funds should come from (in the case of NNPC eying asked to release funds).
