So because they employ people, they should be treated like demigods, its a taboo for NCC to fine them, it's an abomination for MTN to be sanctioned.

I guess in your country that's how you treat foreign companies.
How is that fine meaningless?

There are rules governing them which they're supposed to obey and they have been violating them since time immemorial.
They must pay it.
First thing, Nigeria went all miles to look out for FDI to provide network coverage to millions of Nigerians and they found MTN. They have gently pleaded with SA government to lend them their child and promised to look after him. So now the child they have asked for has offended them and they now become so harsh to him instead of showing him the way.

Secondly, MTN pledged itself to invest in Nigeria and started building infrastructure with their own money. They created Jobs and sponsored many events and even paid for students in universities. We don't dispute that they have flouted your regulations, but did their punishment really deserve to amount to that much? Where else in the world have you seen an FDI being punished with such an outrageous hefty fine? You can never use an FDI to source your revenues, no matter what.

SA has a high crime rate and had the same problem of unregistered sims, but I don't think they would ever harm any foreign investment so outrageously.

Abacha was never poisoned
http://www.vanguardngr.com/2010/04/how-sani-abacha-died-by-jerry-useni-2/,
he died of natural causes. It could have been BP, stress, heart attack that Mandela gave him because of heavy sanctions to free the people.
The government would not have admitted that the head of state was killed by 2 prostitutes, that's a national disgrace. He was poisoned by 2 Indian prostitutes, he was chronic womanizer. Whether you admit o4 not, it's none of my business.
Mandela pleaded with Abacha not to kill Ken Saro Wiwa and 8 ogoni, he still killed them despite the begging.

Whatever you think Mandela did to Abacha, it's not in our history. INCONSEQUENTIAL.

Abacha was Nigeria's Most brutal dictator and one of the worst in Africa.
Mandela CANNOT place any sanction on Abacha and he will listen or adhere to it.

@ the emboldened,
Somewhere in the world.
BP has agreed to Pay $18.7billion environmental fine to U.S.

1st paragraph - Story
2nd paragraph - It's CSR, other companies do it and it also reduces their tax burden.

There was already a laid down default penalty of $1,000 per Unregistered sim in which MTN was aware of, so don't think the fine came out of Nowhere. There was a specified deadline and they were even given additional grace period.
Other network providers were also fined but MTN already had the tradition of violating rules so they left 5.2 million unregistered sim disconnected

The fine has been reduced to $3.9billion, we are nice.

When you are talking about environment, it is completely out of the ambit of our topic. We are talking mobile operators and not the environmental pollution. I hope you get my point of argument. You are not nice but outrageous. How will you feel if we confiscate stocks of Nigerian small businesses for failing to comply with our business regulations for we know many are flouting it because they happen to sell medicine and creams which are not approved by the medical council?

Maybe you should read your link again. I already stated that whatever connection Mandela had with Abacha was the murder of Nine ogoni.

He instigated or suggested the sanctions as a form of revenge which was done by Britain and America putting Nigeria in a pariah status. Those sanctions did not affect Abacha because it did not stop him from transferring all the looted money to American and British banks, did not stop him from being a cruel dictator neither did it stop him from having good economic policies which increased our external reserve, reduced inflation drastically and reduce our external debt.

Sanctions happened in 1995, Abacha was still in power till 1998, continued ruling in his same old ways of being a tyrant despite the sanctions..

You must be a fool if today you do not even realize you are living in democratic country. Mandela wanted democratic Nigeria which you are living in today.

Apartheid government survived 40 years of sanctions but it crashed. Military rule couldn't even stand 10 years.

Lool, I only replied your question of "where in the world does an FDI receive such fines" and I gave you an example.

This is business :
*You either adhere to the rules of your host country,
*Pay penalties if you default any of the rules
*Go to court if you feel your company is being cheated outrageously.
* Leave the host country if your business can no longer thrive there.

Why is MTN not talking about taking NCC or the Federal government to court but pleading for leniency and reduction of the penalty?.

at the emboldened,
There is nothing like feelings and emotions in business, Obey the rules, make your money or otherwise and move on.

Commissions usually do not provide avenues to have their decisions appealed through judiciary system. Their determination is final.

Patchesagain:
and they insult us about Bangui....
Soldiers all over the world are on sworn oath to die fighting for their country, it's their heroic mission for their fatherland.

Nigeria has thousands of elite special forces still fighting today, we have them in thousands !

We lost those 28 elite forces men over a very long period of 6 years of war ! SANDF lost 15 elite forces men in only one day in Bangui !!!

Yes we insult you about Bangui because your SANDF ran away for the past 3 years and has no courage to return and save your African brothers in trouble, France's army had to do your job for you cowards.....we insult SANDF because you have no courage to stay in Bangui, fly in C-130 transport aircraft and reinforce with more men and equipment from South Africa, demolish Seleka rebels, and save a fellow African nation from catastrophe.

You always give a cowardly excuse of.... "it's not South Africa's job to help a fellow African nation in trouble", yet you want to be the leader of the whole of Africa...."Central African Republic is not our homeland", that is your final excuse.....well is Liberia the homeland of Nigerian military? Nigerian army has remained in Liberia for 25 years, after many bloody years of war...till today we refused to abandon them, even though the war is ended and Nigeria established democracy in Liberia, we still keep a Nigerian army battalion in that county.

You say your SANDF mission was accomplished while C.A.R nation continued to boil and your fellow Africans were being roasted to death in war, and your troops ran away to Pretoria, they are home now with wives in their Soweto bedrooms while C.A.R is dying for help.

Yes, we will insult South African military forever on the Bangui/C.A.R. cowardice of South Africa's best soldiers...Elite Paratroops and Special Forces who ran away from the face of ordinary farmer rebels called Seleka !!!!
.
