The first part of the bail out package was the sharing of NLNG dividend paid into the federation account. National assembly appropriation is not required to share funds in the federation account as it is a distributable pool account that belongs to federal, state and local government.

The second part of the bail out fund was a loan from CBN to states. CBN does not need National assembly appropriation to borrow out money. It is part of their banking business.
