If you want to withdraw your Payoneer funds from a Naija Atm, the exchange rate is between #192 - #198 per dollar. I will advise you look for someone who needs the fund & who you can sell it to at a higher rate by transferring to his/her Payoneer account.
I would have bought it from you but I'm yet to activate my payoneer card by loading the card from any of their partner companies.
