Good development !! However, development of solid minerals or oil and gas is much more than its availability and abundance. It is more of it being economical. You may have plenty of limestone or copper or clays; but will the investment worth it? If in doubt, ask any of the companies that won the bids for bitumen exploration in Agbabu, Ondo State. They rushed into bidding at the mention of bitumen, extra heavy oil and tar sands. By the time they did their economics, they found out that it wasn't a good investment (at a time the price of oil was over $100). Now tell me why a reasonable government or business would put his/her money in bitumen exploration when the price of oil is at $30 pbbl. It just does not make any economic sense.

I have said before that state governors need to sponsor a bill at NASS that will empower them to legally explore solid minerals in their respective domains.

It will be a great development if such could happen so they'll be able to augment their allocations for dividends of democracy to the citizenry.

lolzzzzz... it will augument d personal accounts of these corrupt governors... minimum wage will still drop, workers salaries will remain unpaid, etc.

I am from the south west and totally agree with you. If states are given the leeway to mine their resources. States should be given the leeway to mine ALL their resources, including OIL AND GAS.

I understand the govts fears with giving a state all dt money while other states are poor (AND IT IS A LOT OF MONEY) or a state becomes much more powerful dn the federal entity. But there has to be a solution cos the way it is right now is crap for oil producing states. There are currently 2 different systems in the world of oil & gas:

The PIB bill represents the russian, saudi arabian system, which would still be owned by the federal government but with less direct control from the government so its run as a business. The profits however still accrue to the federal govt purse. The good thing abt these countries is they dont have different tribes, so dont see a collective purse as marginalization - the way we do.

Another option would be to do it like the americans who have an almost complete capitalist system in their oil & gas sector. The companies pay license fees to the state government & own & control their companies & their profits themselves. Of course the state & FG taxes them & regulates where they can & cant drill. But this system makes the corporations the MEGA-RICH ones recording mega billion dollar profits yearly.
In nigeria some people still wont want this cos only a few would be rich. But there are ways to ensure money stays within a country or a state. The state just keeps coming up wt ridiculous fees and regulations which these companies have to pay. And they do. The state govt relishes the opportunity to take them to court if theres any spills or contaminations. American govt always finds a way to squeeze money out of mega companies.

This system has made america rich cos their states are just taxing all these megacompanies all over the place. The state is not becoming the company. As far as i am concerned, I think its a better system dn giving states direct control (even for mining). It will still be the same situation as the federal. Govts dont manage companies well. As big as Nigeria is, our economy is just the size of the state of michigan. Can u imagine? a whole oil producing country. America has perfected the art of encouraging personal wealth & greed (capitalism). But its worked for everybody.

At least the south south people can collect the licences of non-indigenes and give it to the companies of sons of the soil.

However my question is this how many states that really done it? Is there an unseen hand that does not really allow states to do that?

The "unseen hands" is the outright laziness and lack of imagination by governors who collect large sums of money every month with nothing to show for it.

I agree with you but i dont think the price of crude is a problem if we are refining ourselves. We cant even satisfy our own and our neighbours gas demands. Theres a market for it. Its the imports dt are really killing us.

As good as this news seem to be, I am not sure it was well reasoned. If states with solid minerals are licenced to exploit, what what happens to states with Hydrocarbon?
If this new policy must stay, Niger Delta states must also be allowed to exploit petroleum. Afterall what is good for the geese is good for the ganders.

why didnt the bloody fed govt give same grant for minerals like crude oil? That bogus grant will only benefit the northern states mostly who contribute virtually nothing to the federation account.
Now the north will receive and share funds,revenue and allocation from the fed acc powered by the niger delta crude while she gets revenue and fund from exploration of solid minerals within her bowels all to herself! Now that the world is gradually doing away with petroleum energy,whither the niger delta? God will so judge the evil contraption known as nigeria..

To the topic, the issue of "resources control" is about to be revisited, as all states with natural resources (to be) exploited from their land will enjoy 13% derivation. grin

The 1969 Petroleum Act and the Constitution (exclusive legislative list) need to be amended for this initiative to have legal backing.
Even the ownership of airports is listed under the exclusive legislative list!

NIGERIA’S 36 states can now individually explore and exploit mineral deposits in their domains, provided they go about the exercise in manners that will not interfere with locations already given to other stakeholders, Mines and Steel Development minister, Dr. Kayode Fayemi has disclosed.

Fayemi, while acknowledging that the Federal Government enjoys exclusive rights to mine minerals across the country, noted that the constitution encourages states to either set up their own investment corporations or partner private investors to exploit minerals in their domains.

He disclosed this in Abuja, while playing host to the Lagos State Commissioner for Energy and Mineral Resources, Mr. Wale Oluwo, who led a team from the state to make some requests before the Federal Government in respect of its minerals resources.

The commissioner identified the minerals in Lagos to include: limestone, silica, clay and a few other resources which abound in large commercial quantities in the country’s largest industrial hub.

According to him, “We estimate that we have limestone in the region of 12 million metric tonnes around the Epe area. We also estimate that we have silica sand of up to 200 billion cubic metric tonnes around the Ibeju-Lekki area. And the third one, which is clay, is about 180 billion cubic metric tonnes around the Lagos East.

“We’ve been carrying out various geological surveys, both aerial and on the ground, and we believe that data is key. So, when you are in a position to make that decision as to gathering data with respect to where solid minerals can be identified, we are assuring you that in Lagos, we will put our resources behind your efforts.”
