BH can only be contained not stopped totally. Removing their sponsors won't help completely as BH seems to have some lone cells that work independently.

Also it is rumoured they are now affiliated with ISIS. So not all sponsors are local.

Your are very correct, but don't u think that if PMB should have known that they have grown to be monsters and never should have played politics with it, if he was with GEJ to condemn and critisize dem, if he had not dragged GEJ and ihejirika to ICC for committing crime against humanity(fighting boko, which PMB also called war against the north) don't u think that ihejirika would have done something which might have curbed their actions by now, assume he was still dealing with them with the brutal and initial force earlier b4 the ICC saga? The fear of ICC is d beginning of wisdom, we have the likes of Charles Taylor,mubarak, gbogbo and co. So, they soft pedalled and PMB inherited the after mat of his actions, let him deal with it since he know how to curb them prior to assumption of office as the president.
