Definitely yes!
The only differences between the two are:
1. One has bank(verified) and the other one has no bank (unverified)
2. One has card (address verified) and the other has no card (address not verified)

Standard can receive and send payment but cannot make payment on some few websites while Premium can make payment on all sites.

Your naira card will not work on UAE paypal, get a card domiciled in dollar like neteller, it worked for me

Drop any issue/query you are experiencing with your PayPal account(must be the one opened and registered
in your legal name) be it that of Nigeria and other countries like USA,UAE etc in here.

Which bank issued your card?

You cannot actually fund your account with your card.

You can pay with your PayPal account but the money will be charged
from your card if you do not have enough on your PayPal balance to
cover what you are paying for.

A note was then added to say you should only add the amount that you may need to use or purchase online because you will not be able to withdraw the money added after but only to utilize it online.

balance into PayPal account balance.

I have gotten his name, I will check again. But that e-mail you posted was what we used in communicating. He sent me the IP but it was of no use since I could not register for the Dubai paypal.
