We are gradually getting to a point where I will be forced to conclude PDP equals APC and APC equals PDP. They are all about selfish personal interests. I pray I don't get to that point!!!

As much as i would have been contented with the fact they are Nigerians, I am not happy that it was done through the backdoor. That makes it so unfair to the voiceless. Some serious nations are already looking for another way to test / conduct examination for their literate / employable citizens instead of the conventional method. This is just because they realize that intelligence with book is not same with reasoning which I believe is just a way of making sure they have the best hands on deck and to make opportunity go round for all. Unfortunately, Nigeria still engage in nepotism and favoritism.
I am also convinced that this is another reason why some companies will never desist from using people as slave by employing them as casual staff fro as long as they wanted.
God help us! nevertheless, pressure groups, unions, activists, etc should rise and defend the masses of this country from this heinous acts from both government and private enterprises

Did you read the part that says CBN capitalized on the tragedy of immigration recruitment to perpetrate their own evil agenda by telling FCC that they didn't want to advertise, and you are claiming that they have their own laws. If CBN has its own laws on recruitment as you claim, then why making a request to FCC for public advertisement of vacancies? What you didn't understand was that if every MDA and others should decide to hide under immigration recruitment incident, none of your family members will ever get government job even if they wish to work under government.

How the Federal Character Commission works

Employ 200 from one region and only 12 from another region. Take the nominal roll (staff list) to FCC. They shout and shout and ask u to employ 3 of their sons. Once that is done, u get ur certificate of compliance.

This way some regions will continu to be marginalized.

I remember going to a military hospital to visit a relative and the male Nurse who was from the North, could not read the prescription given by the doctor.

SaharaReporters has obtained a list of at least 91 people tied to influential or highly placed Nigerians who were recently offered juicy appointments by the Central Bank of Nigeria (CBN) in a hiring process that was highly secretive.


The list of beneficiaries of the CBN’s job largesse include a daughter of former Vice President Abubakar Atiku, a son of Mamman Daura, a nephew of President Muhammadu Buhari and one of the closest members of the president’s inner circle, a son of the Minister of State for Petroleum Resources, Emmanuel Ibe Kachikwu, a daughter of former Speaker of the House of Representatives, Ghali Na’aba, also daughter of of the Inspector General of Police, Solomon Arase, a since of the Minister of Internal Affairs, Abdurahman Danbazzau and at least 86 others.

The highly controversial recruitment, seen as peddling of influence, first came to light a few weeks ago, but SaharaReporters just exclusively obtained the names of the beneficiaries.

The leaking of the irregular hires by the CBN caused significant embarrassment for the government and the bank. The CBN’s Director of Human Resources, Chizoba Mojekwu, was reportedly redeployed as the bank’s Director of Capacity Development and IT after CBN Governor, Godwin Emefiele, accused her of being behind the leaking of the list.

However, a top official of the CBN told our correspondent that Mr. Emefiele had arranged the hiring of relatives of top party leaders and powerful government officials as a strategy for saving his job.

Even though the list obtained by SaharaReporters has 91 names, our sources at the CBN disclosed that the CBN Governor had started the practice of using job offers to woo top government officials since Mr. Buhari came into power on May 29, 2015. One source revealed that, in September 2015, Mr. Emefiele had hired Claire Arase, a daughter of Nigeria’s Inspector General of Police, Solomon Arase.

SaharaReporters learnt that the CBN often went to great lengths, including tweaking the names of recruits, in order to hide the identities of beneficiaries of politically motivated recruitment. Often the CBN used the beneficiaries’ first names and their father’s middle names to hide their real identities. For instance, the bank listed Maryam Atiku as “Maryam Abubakar.” In another case, the bank entered the name of the son of Nigeria’s Minister of Interior, Abdulrahman Dambazau, as “Nagode Abdulrahman.” In other instances, the bank used the maiden names of hired persons instead of their married names.

The recruitments are deemed irregular because the CBN failed to advertise the vacancies in order to allow opportunities to all qualified Nigerians to apply for the jobs. In addition, the bank’s “political” recruitments did not follow principles of federal character set out for employment by government agencies and other public institutions. “Jobs were just handed to the children of ministers in the current administration,” one bank official stated. The source added that many of the new hires were asked to pick their department of choice after their irregular employment was concluded.

This is what stands NNPC out... The recruitment is usually widely advertised and, to a large extent, people are taken on merit. I have never applied for a job with them but I know a couple of people who got into NNPC in 2012...really smart people...first class brains who are everyday Nigerians.

The only problem with their process is that it can be cancelled at any time... Those that were taken in 2012 applied in 2010!!!! and those who applied in 2012 wrote aptitude tests but it hasn't seen the light of day.

I meant I agreed with the last part of his statement...even job openings that are advertised, are mostly occupied by people who have long legs, who may not even necessarily be qualified. That's Nigeria for u man... There would always be a wide gap between the rich and the poor. There's nothing that can be done about it, because the rich(elite group) hold positions to key sectors of the economy.. The poor have no say, the best they can do is riot, and sadly, and kill themselves.. Not the rich. That's what u get in a capitalist society.

Someone or some people broke the writing rules that is to guide us and the government officials and the leaders in offices and you do not condemn the evil they did and call for punishment against such people but you said the reason why the people broke those laws is because Nigeria supposed to be broken into many nations. your point is well taken. First of all, you seem to think that any group of people can form a nation no mathher their differences, our point is, that is not true. Other countries where their differences have not made thins work have broken up eg the old India was divided into Pakistan, Bangladesh and India. This may not have solved their problems but honestly dey now know where their problem lies. Not all marriages work, simple. I am surprised that the only thing u saw in this topic is corruption. I see biases in the form of religion, language, party affiliation, etc. While breakin up may not solve our problems, it will help us to manage our problems better.

The Central Bank of Nigeria (CBN) recruited 909 staff in two years without advertising the vacancies, Daily Trust investigations have revealed.
The whole affair is now a subject of investigation by the Federal Character Commission (FCC) to determine if due process was violated.

The FCC is the body responsible for ensuring equity, fairness and balance in all employments into government establishments.

Investigations showed that some of the basic requirements for employment were not followed in the recruitment. For instance, the various positions to be filled by candidates were not advertised, and the figures also suggested that the exercise was lopsided in favour of certain sections of the country contrary to the provisions of the federal character.

Details of the recruitment, carried out between June 2014 and February 2015 showed that out of the 909 staff engaged, 213 of them are from the South-South region, CBN governor’s geo-political zone.

Others are North Central, 178; South West, 176; South East,158; North West,104 and North East 80.

The five executive positions (Assistant Directors) come from Edo, Abia, Anambra, Oyo and Benue states.

About 411 others occupy senior positions from the rank of senior supervisors and principal managers.

A total of 491 staff were employed to fill junior positions over the period with the Federal Capital Territory (FCT) accounting for 11 slots.
State by state breakdown of the beneficiaries showed that Delta State had the highest number with 78.

Oyo, Imo and Edo States have 48, 42 and 41. Other states are Zamfara, 2; Yobe, 3 and Jigawa, 3.
Commenting on the situation, the Acting Chairman of the Federal Character Commission (FCC), Dr. Shettima Bukar Abba, told Daily Trust that his Commission was investigating the recent recruitments at the CBN.

Speaking to the Daily Trust in his office in Abuja recently, Dr. Abba said he was investigating whether or not the CBN had followed due process in its recruitments, if it got the necessary approvals from the Commission before embarking on the recruitment and whether or not it got a waiver not to advertise the vacancies.

“In terms of lopsidedness, we have to look at it also. This may even lead us to go court if it happens that there is some marginalisation or lopsidedness in favour of certain states or certain areas,” he said.

On whether or not the CBN got the nod of the Commission before embarking on the recruitments, the Acting DG said, “Since I came, they have not written anything to me, but I was made to clearly understand that they have some discussions, some approvals from the previous Chairman of the Commission.

“I have now asked them to let me see the nominal roll for the whole year and then those they intend to recruit and those that they have already recruited and the letter that gave them permission not to advertise.”

He revealed that before he assumed office two months ago, the Commission operated under committees and that the CBN happens to be under the Financial Services Committee, which dealt directed with the CBN on the recruitments.

He said upon assuming office about two months ago, he invited the CBN’s Human resource director who told him that the CBN got a waiver not to advertise the vacancies to avoid a recurrence of the Immigration recruitment tragedy.

“The human resource director came here and we said look, you people are recruiting. You have done the recruitment. She said yes that we have got approval and our recruitment is not an immediate recruitment that they are doing and that they have been doing it in stages for a certain period.”

On why the CBN refused to advertise its vacancies, Dr. Abba said, “The reason they gave me was that because of what happened in the Immigration. They don’t want to come out and fully advertise that they are going to recruit. That if they are doing it, it will create some form of pandemonium. So, they requested for a waiver not to advertise. But all other processes were followed. So, we are now investigating to find out how many they have recruited and what are the various positions that they have recruited.”

He added: “I checked the files. We have not given them the certificate of compliance for the people they took. It means they are still in the process of documenting what they have taken prior to my coming.”
When contacted, the CBN’s acting Director of Corporate Communications, Mr Isaac Okorafor, said he needed time to respond to the issues raised on the recruitment.

Several text messages and calls were put through to his phone as reminders but he did not answer them. The last response he sent to our reporter at about 4:22pm yesterday read: “sorry, I’m in a meeting.”

A source at the CBN said the recruitment scandal had generated internal protest at the apex bank. The management has now redeployed the Director Human Resources that reportedly supervised the exercise, Mrs Chizoba Mojekwu to Training and Human Development Department.
The CBN had in an earlier comment on its recruitment policy stated :

“All appointments shall be made on the basis of merit, through a fair and open selection process. The principles underlying the recruitment process are those of fairness, credibility, equal employment opportunities, merit and optimisation of career prospects for currently employed staff.”

In September last year, the bank issued a statement signed by the former director, Corporate Communications, Ibrahim Mu’azu denying any general recruitment in the bank .

Mu’azu emphasised that the Bank would not embark on general recruitment exercise without due process.
“Whenever the Bank is ready to do this it will be duly publicized through its website, and other media platforms available to it, without a fee,” the statement added.

But Daily Trust learnt that the last time the bank publicly recruited workers was in 2013, after it announced and advertised the exercise in the media. A source said the bank recruited almost every month, since June 2014.
