‘A budget that moves domestic spending in Aso Villa from N580m to N1.7bn cannot be a budget of change’


Abuja – Sen. Eyinnaya Abaribe (PDP Abia South) on Wednesday in Abuja, berated the 2016 budget and called on President Muhammaduu Buhari to withdraw it and go back to the drawing board.

Abaribe while making contributions during the consideration of the budget, said the proposal was faulty on many grounds and could not be implemented at it was.

He said that predication of oil benchmark at 38 dollars per barrel when the crude oil price had fallen below 30 dollars per barrel made the budget unrealistic.

Abaribe faulted the government for increasing spending by 30 per cent based on borrowing.

“Mr President, my colleagues, this budget is indeed unique. After the budget presentation, the finance minister has never come to explain the details of the budget as it is normally done.

“It is a budget of change I agree, but it is a change in the wrong direction. I say it is a change in the wrong direction because it says that it is based on zero budgeting requiring all expenses to be fully justified.

“Mr President, a budget that increases spending up to 30 per cent based solely on borrowing, in what way are we justified? That is the question we want to ask the people who brought this budget.

“We know what is going on in the global economy: this budget is predicated on an oil benchmark of 38 dollars per barrel and I can now say that with oil being 28 dollars today, this budget is dead on arrival.

“The job of the opposition is to help the government to get its priorities right, so I want to please urge this government to withdraw this budget and go back to the drawing board,” he said.

The senator also faulted the adjustments made in the budget as well as allocation for spending in the Aso Rock Villa, saying that it was too exorbitant.

He said that the adjustments rather than reduce spending in areas where they were not necessary only spread it into different offices.

“Mr President, a budget that moves domestic spending within Aso Villa from N580 million to N1.7 billion cannot be a budget of change.


“We were told that in the revised budget there was an adjustment due to error, we agree but what has happened is that up to N7 billion were moved from buying vehicles and spread to offices.

“It also increased the spending that is due to renovations within the Villa.

“They are going to renovate the Villa with N3.9 billion: what else do you want to renovate there that Nigerians will see in the Year 2016?” he asked.

However, in his contribution, Sen. Ahmed Lawan (APC Yobe North) blamed the previous administration for the lack of funds due to the embezzlement witnessed in previous governments.

He said that this was the 17th budget he would be debating as a legislator and noted that not more than 40 per cent implementation was achieved in the last 16 years.

“The proposal before us is the first budget where the executive has deemed it necessary to give ordinary Nigerians genuine hope.

“N500 billion allocated for school feeding and social SAFTEY NET is commendable.

“It is time to say oil should not continue to play dominant role as we have suffered economically and politically: it is time to diversify this economy.

“The direction of the executive is the way to go. `That is, we should make every effort to have the real sector-agric mining and manufacturing.

“The budget deserves the support of everyone, including my colleagues on the other side. When we were in the opposition we supported the PDP, they should support us,” he said.

Therefore, any individuals or group that are still latching on to Jonathan are wasting their lives, time and effort. Yesterday is gone and lost. Intelligent people live the present and plan for the future. It is disheartening watching people trying to revert to "yesterdays" while burning their futures. And one would think they should know better.

Ironically,this is one area I will have to give kudos to buhari,initially when he assumed power he was blaming Jonathan and pdp but it seems as if sensible intelligent people have showed him the stupidity of such behaviour and he seems to have learned his lessons fast.now he hardly even mentions past governments and all he does is to face the task at hand and plan for tomorrow. Unfortunately it is those who are nobody in the scheme of things and who have decided to lock their brains somewhere and use their empty heads that always come online to blame past governments. As long as the president knows that he is responsible for all his actions today and he has taken up the challenge ,there is no point arguing with anyone who keeps digging up past events and stories .

The tough time was bound to come even if it was jonah-daft that was in charge. it will even be far much worse under him because the bastard had no full control of our resources and finance the way the General currently has. if he was borrowing to pay salaries when oil was above 65$ per barrel, i can only imagine what the otuooke drunkard would have done now that its 40$ or when it was 30$. I can never trust Jonah-daft with our finance. the same way he destroyed bayelsa finance as Governor was the same way he treated Nigeria. but i can trust the General with our money.

I pulled out this from 2 different sources as Nairaland political gladiators see Premium Times as APC sympathetic while Vanguard as PDP sympathetic. There shouldn't be any issue of biased reporting

Essense of this flash back;

There have been several attacks of the person of President Buhari and his Econmic team with Honourable Kemi Adeosun as the minister of finance and coordinating minster of the economy.

Oil price per barrel between Febuary and April 2015 hoovered between 54 to 57 dollars per barrel.

It is interesting to know that at this price, Jonathan and the mother of our economy were already borrowing to pay salaries and meet up obligations to contractors.

What would have been happening when oil went as low as 28 USD per barrel. Would Nigeria have been sold?

Naira was devalued to 197naira per dollar yet in didn't solve any problem as Nigeria still had to keep borrowing.
Will devaluing Niara solve anything now?

Fellow Nigerians,

Despite the lowest oil price rate of all times, President Buhari and Mrs Kemi Adeosun have never borrowed to pay salaries rather they have dished out bail out funds to states to pay salaries.

Despite the low oil prices, President Buhari was able defeat BokoHaram Technically. Please Note that alot of money is also being spent on this war, something the past government was struggling to achieve despite the huge resources allegedly spent on the war.

The present Economic situation have been expected even before this adminstration as evident in the several warnings issued by the past minister of Finance.

Thanks for this article. Only the corrupt and ignorant would not see what situation we have been left in by the ineffective buffon.

Yaradua left our foreign reserve at $67b with oil selling for less than $100 pb then Jonathan reduced it to $29b after selling oil for over $100 pb over a 6 year period.

If Jonathan had continue to be the president of this country, only God knows what would have befall the economy now.

Also, I urge the present administration to look past what NOI, Jonathan and his failed cohorts did to the country and focus on the future growth of this country.

Things are really tough; fuel scarcity, epileptic power supply, high inflation rate, dwindling foreign reserves, depreciating naira value, etc. Well something that has been destroyed for years can't be fix overnight. So like the OP said we will be patient with the current administration. If they succeed, some set of people will be bittered but when they fail which is what they want.... They will prefer giving out someone with no economy brain for their next presidential candidate.
