So I think the fed government and security agencies in borono state then should be blamed for there inefficiency. The simple fact was that GEJ shot himself on the foot,as at the time the incident occurred there was a state of emergency in the state which technically means the governor is not in charge of any issue concerning the state. Because GEJ wanted to please the northern elite and He was not ready to upset the apple cart (which is weakness if you ask me) he left the governor.

As a matter of fact this government should endeavour to collect money swallowed , resigned and form another government.
