Majority of the people who commented on this thread,are just plain stupid and dumb or altogether,ignorant. For your information,the ECA(excess crude account) was a product of the obasanjo regime and it didn't have any legal/constitutional backing. It was an illegal account created for a good purpose. Moreso,during obasanjo's period,he had less governors antagonizing him and as such,it was easy to take decisions during FEC meetings which was made up of mostly PDP governors. Jonathan's ascension to power was accepted by most Nigerians but most of the politicians from the north especially,kicked against it. It was during his tenure that governors suddenly realized that the constitution had no provision for the ECA and as such,the ECA technically became an illegal account. The governors sued the FG to court and by the executive realized they were going to lose this case,they decided to come uP with another account which will serve the same purpose of the ECA,and also be made to have constitutional backing. This led to the creation of the sovereign wealth fund(SWF) account. It went through the national assembly and was passed into law,and has constitutional backing. Nobody can sue the FG now,if the govt decides to save. Projects like Youwin and a couple of others,were funded from savings in the SWF account. Yes,Obj tried in creating the ECA but whatever is worth doing,is worth doing well. Corruption did not allow the Obj regime make the ECA go through legislative procedures and this gave the governors an opportunity to force GEJ's hands. "Criminals know the loopholes in the law and always take advantage of it". This was the quote by a DPO to me when I was defrauded in a business transaction. That's exactly what the governors did. We should be happy that the SWF account now has constitutional backing;no greedy/thieving governor would ever be able to force the hand of any Nigerian leader again. One more thing I need to clarify here;foreign reserves in different from ECA/SWF. |

Will this woman disappear? The country is suffering from her mismanagement. Before this woman senior civil servants were on salaries of between N100,000 and N200,000. After her, salaries run into the millions, the civil service is more bloated and yet government revenues have barely risen. Apart from the oil boom revenues which were either stolen or squandered. Who runs a business or country like that? |

They control the national assembly as senators and reps are obliged to work with/for them in most cases since they control the state resources and are in charge of the party structure at state level. The ministers are their nominees. So if at anytime, they decide to gang up on the centre, any president is in trouble. |

As I recall, the governors demanded their share of the ECA because the FG was constantly withdrawing from the ECA, without the consent of the states and local governments and without appropriation by the National Assembly. This is illegal and a pure case of continual theft by the FG. Madam Iweala's argument that the then Governors Forum forced her hand in sharing the ECA by taking the FG to court is ludicrous because there was no record of a Supreme Court judgement that ordered the sharing of the funds. Even at that, the FG has no business saving money on behalf of states in a federal republic and purporting to save for states while stealing from the same savings is even more ludicrous. Per the revenue allocations formula, the FG's share of that money is 52%. Where is it saved? Especially when oil was sold for $100+ dollars per barrel. The FG was even borrowing and issuing Sovereign Debt Notes, in a time of very high oil prices. Iweala was running a deficit budget at the federal level in a time of $100+ dollar oil per barrel. She was a epic FAILURE! End of story. The State's share of the money per the revenue allocation formula is 26%, which if divided by 36 states, averages 0.72% per state. Where lies the wisdom in blaming states for the depletion of the ECA when their share is average of 0.72% per state, when a whopping 52% belonging to the FG, is nowhere to be found. No wonder, even PDP states could not trust the Jonathan led FG with their money and demanded their share of the ECA. |
