What should be the average salary of a Graphics Designer living in Abuja or Lagos?? Taking into consideration; Entry level and Cost of Living.

Entry Level: 50-75k...With additional qualifications from the likes of Orange or Ozone Academy(Media Ad Schools) beforehand 75-120k will be possible with good negotiation.
Though anyone can be a graphic designer those who studied Creative Art,Industrial Design,Architecture or Computer Science/Engineering are usually considered much more easily. Hope this helps,cheers...

Is a degree necessary for job consideration & if so how much would a degree holder earn?

Yes,it is with having an NYSC certificate also. All the salary scales I mentioned all to graduates of most disciplines.

Bringing it home, I think it boils down to your skillset, how valuable you are seen.
More importantly is, how much are you willing to accept to ditch running your own thing.
Not forgetting your negotiating prowess.
