1-the verse says until there is no more fitnah( trials tribulation and prosecution) in the land--meaning that the muslims were under trials,tribulations and prosecution and so were asked to retaliate

2-quran8vs36 clarifies things further-- the unbeliever spend their wealth to HINDER men from the path of Allah,and so the will continue to spend-
