You see how incompetent this Government is, there's nothing it can't do without generating controversy. some claim the omission was from the budget office, others say it was removed by the House of Reps.......so which are we to believe now? Senator Ashafa has already clarified all that needs to be clarified on this controversy. The senate calling for Amaechi's resignation is a reckless attempt at face saving. They should simply return the N60 billion Lagos-Calabar coastal railway project to the budget as originally proposed by the transport ministry. That is the only thing Nigerians want to hear. This is not about Amaechi, party or tribal politics. It's about opening up southern Nigeria for easy movement of people and goods. The current national assembly is dominated by Apc and the government at the centre is an Apc government.Starting from the submittion of the budget down to the consent of the president,the whole thing has being filled with confusion.This budget has gone down in history has the most talked and controversial budget with incompetence,cluelessness and ineptitude displayed. This same budget got missing for God knows why and all the abnormalities were not still corrected.When it was facing defence by various ministries,it was grossly padded.Now some portion of the budget was deleted and someone when defending the budget before the General house did not discovered the problem but subsequently submitted the discovered problem to the transport committee for approval.God how did we find ourselves in this mess? The controversy is on going,no body wants to take responsibility for their short comings.The gullibles are buying in to the calculated confusion created by the budget.Forgetting the legislature is supposed to serve as a check to the executives not a rubber stamp assembly.The national assembly members are being targeted to pitch themselves against each other.Some citizens are perceiving the assembly members as the true enemies of the state.The executives are being absolved of their incompentence in preparing and defending a simple budget.The ripples effect of all this saga is hunger in the land,hardship,inflaction,no light,no fuel and the General sufferings of the populace.The insensitivity of the president to the plea of the people is more annoying Apc was a bad choice and their Incompetence,directionless,confusion Laden executives stings. 22 Likes 3 Shares |

I have followed up political developments from the twilight of this administration and find it hard to understand the grouse of the senators most especially those from the SE/SS with Rt Hon Rotimi Chubuike Ameachi. At every turn of time and event they tried fruitlessly to paint this man as the enemy of his people meanwhile they are truly the wolf in sheep clothing. Most times they try to co-opt the Northern senators to buy their sentiment. Two things I'd love someone to shine light on are; 1. Why did the constitution give budget presentation rights to the executive & still reposed the powers to re-assign, cut, add, remove in short rewrite to suit the NASS whims & caprices at the same time.? 2. Whose function is more germane i.e who has more authority over a particular budget item defense/inclusion/exclusion (not on funding grounds, just on viability or priority grounds), Is it the Oversight committee of that particular MDA or the appropriation committee of the whole house... Pennsylvania:Nwannem, mention one Igbo senator that have spoken in defence of the Lagos-Calabar rail? Dont forget that the rail route would also pass accross states in the SE. Our senators have decided to politicise the whole issue to the detriment of the development the propesed project would have in the SE. Some are even calling for the resignation of Amaechi. If its the Lagos-Calabar rail or the Lagos-Kano rail, the SW would still benefit from any of the project. They have nothing to lose if one is substituted for another. N54 billion that was discovered by the Senate Committee on Land Transport to be floating in the budget of the Ministry of Transportation as presented by the executive was injected into augmenting the funds needed for counterpart funding of both projects (Lagos-Kano and Lagos-Calabar Rail modernisation While not approve the 54billion for lagos- calabar rail? sleazy5: The truth is out there if we are all interested in the truth. The project was erroneously omitted by the Budget office in the initial compilation that was submitted. The executive realised this mistake, approached the relevant committee and presented and defended the corrected version. The chairman of the transport committee has even told us that the corrected version that includes the Lagos-Calabar rail was approved and submitted to the appropriation committee. So, why is the National Assembly trying to justify the removal of the project from the budget with the initial error that was made? It is just like hiding behind one finger. There's no justification for what they have done and that project must be returned to the budget. 12 Likes |

modath:1. For checks and balance the law permits the the legislators to consider appropriation bill of the executive just like any other executive bill. Amendment to a bill is normal in any democracy because the executive is not absolute. However, to check the legislative arm from manipulating the process, the law permits the executive to be the final decision maker in any bill still remains the president. 2. The oversight committee recommends projects to the Appropriation committee, the Appropriation Committee cost the project and propose them to the House, the house makes the final decision. 2 Likes |
