you should rather ask your SW APC senators what they were doing when the budget was amended after all the rail lines would even pass through more SW states than those of the SS/SE

you forgot southwest already has one that is covered (kano-lagos) while southeast and south south has non. keep depriving your region developmental projects all in the name of Daura President kunu sipping mallam is the president of your homeland.

the northerners are alway wiser, as much as they hated jonathan, they never rejected the alimajiri schools and other developmental projects he brought to them. infact they were asking for more.

do you know Jonathan goverment kick started the building of the first fast train in Nigeria between abuja and kaduna. the wiser northerners did not play politics with it, rather they were encouraging him to finish it up quick.

you guys needs to understand when to separate partisanship from development

Why are the South South Senators still quiet?

I do not understand. Are the for the project or are they against it?
The south south senators are quiet because when everybody is talking, nobody is talking. The south south senators you talk about, is any of them the chairman of the comittee empowered to speak categorically on the issue? Has Ben Bruce not taken a position? Has Amaechi who is at the centre of everything issued a statement? Has the budget office taken a position? Can't you see that there is highwired politics of pride, ego and superiority playing out within the ranks and file of APC? The south south senators and south east which are mainly in the opposition should just siddon look and allow APC satisfy their egos. And BTW, apart from Ashafa who made a statement, who else from the south west has said any other thing about this?
The project in question is for the benefit of all and the lawmakers have told buhari that he should sign the budget for the interest of Nigerians and then bring whatever is left out that should be there in the supplementary.

The president rejected this olive branch and instead went away to far away china. Bros, allow APC to fight and settle themselves you hia.

Amaechi does not represent the south, he represents the government. He is not elected, the legislators are, so it is up to the people they represent to judge or appraise their performance. I think you should understand democracy. The rail line will not affect everyone in the south. It may not pass through all the southern/eastern states but the constituency projects are grass-roots targeted and if done well will popularise and return the legislators affected whether you like it or not. That is a fact.

aaaaaaaaaaaaaarrrrrrrrrrggggh!!!!!!!

how old are you please? how do you guys reason . to you constituency project is more important than a project that will affect every living being in the se/ss positively. do you even know how much jobs this project will create for both educated and uneducated folks, do you even know how this project will Bring about development in the towns and villages it will pass through I think I should just stop here, shouldn't waste my time on ppl like this

I feel sad for d Nigerian youth. We can't even reason intelligently. Will d Iag - Cal rail project favor development massively ? Yes. Was it discussed in the Senate even on comittee level? Yes. Didn't d same Nass use its powers In its own wisdom to add some so called new constituency project , yes . So y aren't we asking them y the lag to kano was much more important that they increased d alloted budget for it n chose to ignore Sen Ashafa recommendations for d consideration of d lag to call rail project. After all it will benefit us southern. It's time to call our southern senators to order else we will Always get d worst or smallest part of d national cake. You've not answered my question. Since when does the law permit a minister to submit a supplementary copy of his budget to the National assembly?. Put in another way is the National assembly permitted by law to receive the budget of a ministry whether substantive or supplementary copy from the minister himself?
When you've answered my question we can trash the issue of comprehension....
You're confusing yourself. Amaechi didn't send a supplementary budget, but a supplementary proposal that captured the Calabar-Lagos railway project. Be mindful of your choice of word.

Dull thing, the question is, was the supplementary provision accepted by the Land Transports Committee or not?

Was it defended by Transport Minister or not?

Was it later submitted to the Appropriation Committee by the Land Transports Committee or not?

If answer to all of the above is "yes', then it is safe to say that you are dull.

mind you, four out of the six southwest states has railway line passing through it. the proposed calabar/lagos railway is billed to pass through 3states in the south west, 6 states in the south south and 2 from the south east. meanwhile, 2 out of the 3 states in the south west already have railway line passing through it.

no matter what angle you look at it, this south south senators ought to be more aggrieved because their region will gain the most

1. Was the supplementary provision accepted by the Land Transports Committee or not? YES, it was.

2. Was it defended by Transport Minister or not? YES it was.

3. Was it later submitted to the Appropriation Committee by the Land Transports Committee or not. YES, too.

But you know what? All the above are ILLEGAL.

So the house leadership (not the compromised commitee) did the needful by refusing to inject illegality into the appropriation bill (mind you they did not REMOVE it, as some lying demons in the presidency wanted to manipulate folks like you into believing).

One more thing:

It was NASS that established the committe. The committe did not establish NASS. Thus the committe is bound to work with the dicument given to it by NASS. The committe has no right to present a NEW budget proposal to NASS. The committee gets its orders and appropriation documents OFFICIALLY from NASS not from ministers or through the backdoor.

Got it zombie?

Why was it not made known that it was not going to be included to the Land Transports Committee by the Appropriation Committee?

Why was the budget for it spread over other provisions?

The Minister for Budget and Planning, Senator Udoma Udo Udoma, told our reporter at the weekend that the government included the project (Lagos-Calabar) in the 'amended budget' and passed it to the Standing Committees of the Senate and the House of Representatives.

http://saharareporters.com/2016/04/11/lagos-calabar-rail-project-new-controversy-between-arms-nigerian-government-over-2016

I do not even understand what people are still arguing here. The Minister of Budget and Planning, Senator Udoma Udo sent an amended Budget to the house. Let Hon. Jibrin and his crew tell the public if they rejected the Amended budget.

The Lagos-Calabar Railway project was in the amended budget.

Zombie, NASS is not the prensinedncy's nanny or babysitter to be spoonfeeding it on things as basic as presenting a working budget and liasing effectively with the lawmakers.

Hell, NASS is not answerable to the presidency.

And if you have any atom of ability to comprehend what illegality means, you'd know that the session Amaechi had with the committee on that rail project was null and void on arrival due to the fact that it was ILLEGAL. Thus there was no basis for notification, discussion or anything. You simply stike out an illegal activity (which is what NASS rightly did).

Dumb, illegal acactivity is non-negotiable. Sorry.

What your god and his mediocre handlers needed to do was to get a supplemetary budget proposal ready ASAP so PMB could OFFICIALLY get it accross to NASS. There was absolutely no need for the whole mass media manipulation to which you have obviously fallen.

Sorry this is final on this stuff with you. I won't waste my finger-punch anymore in a futile attempt to get a zombie to be a lille bit reasonable for once. grin grin

At every turn of time and event they tried fruitlessly to paint this man as the enemy of his people meanwhile they are truly the wolf in sheep clothing. Most times they try to co-opt the Northern senators to buy their sentiment.

With the press statement released by Senator Gbenga Ashafa, Senate Committee chairman on road transport, those pathetic souls should hide their heads between their legs in shame.

the last time I checked no group from south east or south south nor the minority group either from both house asked amaechi to resign.
senate or NASS is made of both pdp, pdm n apc which the majority is apc. so if NASS CALL FOR amaechi resignation then it automatically means apc says so.

The truth is out there if we are all interested in the truth. The project was erroneously omitted by the Budget office in the initial compilation that was submitted. The executive realised this mistake, approached the relevant committee and presented and defended the corrected version.

The chairman of the transport committee has even told us that the corrected version that includes the Lagos-Calabar rail was approved and submitted to the appropriation committee. So, why is thet National Assembly trying to justify the removal of the project from the budget with the initial error that was made? It is just like hiding behind one finger. There's no justification for what they have done and that project must be returned to the budget.

bros ur omitting theory is out of proportion, its incompetent n shudnt be said ina very normal clime.
I hv written seminars, n presented it without error, though hvnt been in any constitution review committee which is almost as related to this budget. what happens, the initial drafting is done were many people include their quota, at d end the final report is compiled, typed n sent back to the committee members to check n scrutinise for errors n omission. after this is done the final publication is done for official presentation. saying the budget office omiited a key project from the budget reeks incompetency from the presidency.
they shud take responsibilities for all the rubbish n controversy surrounding their first budget.

what I read from that exposure by sen gbenga ashafa n what I comprehend is that ashafa clarified the what transpired between him, his committee and amaechi.
another is ashafa indicted the committee of appropriation in the lower chamber of removing the lagos calabar rail project. dont forget the house of reps committee on appropriation handled the drafting of details of budget n they sent it to the senate where it was transmitted to the executive.
I saw how hon lasun yussuf bought enough keke, more than hundred for his constituents and am move to say the lower house thru some progressives minded people deliberately omitted the lagos calabar rail project for selfish reasons.
how come hon lasun had that amount of monies to buy these keke, bikes, and other itens that worth more than 100million naira during this hard times if he never knew thr was something in the baggage for them which they cooked up at the expense of south south, south east n south west region?
if leo ogor could stand with d president concerning this issue then I think those myopic zombies who keep attacking pdp senators n reps members from the south east n south south region r fools.

You are highly mistaken if you think that constituency projects do not matter. These are grass-roots people thinking micro you are talking about and will not see neither will they care about 'Federal (macro) Projects'. A farmer who needs a rice mill, an oil press or a solar borehole to create his own wealth will rather side with his representatives on this matter than on a rail line which are for 'town' people and foreigners.

Much as the proposed rail line is critical in opening up the eastern flank of Nigeria to competitive trade, I see reason in those who ask why the the seaports and second Niger bridge are not prioritised. It appears we have a traditional people versus government confrontation at play here where the people want one thing and the government wants another.

One thing we are yet to grasp and understand. Democracy is all about the people. In advanced democracies the people are engaged to partner with government. Look at the way the HS2 has been hotly debated in the UK for several years now before it has finally taken off. How many debates have we had on the best way of developing the eastern flank of Nigeria by this government and others. If people are saying roads and seaports and airports and you are saying rail then your aim may be ultimately defeated if your will prevails. This democracy thing is new in Nigeria but we have to start getting the fundamentals right.

Oh please, are there any constituency projects in your area? What is the use of having local governments? Why are those large amounts subvented to the LG's? Nowhere in the Nigerian constitution is the legislature empowered to fund projects. To do so would compromise his ability to do oversight. Their job is to pass and review laws and do oversight of executive functions. Constituency projects is a scam. Always has been. Grass roots projects are LG projects and massive amounts are voted towards this purpose

Cant believe that any Nigerian will support such patent illegality.
