The Minister for Budget and Planning, Senator Udoma Udo Udoma, told our reporter at the weekend that the government included the project (Lagos-Calabar) in the 'amended budget' and passed it to the Standing Committees of the Senate and the House of Representatives.

Every Senate Committee received an amended Budget from the Minister of Budget and Planning, Senator Udoma Udo.

That was before Amaechi presented his supplementary budget and the Lagos-Calabar Railway project was in the amended budget.

Ladies and gentlemen, and patriotic Nigerians please permit me to air my view on this issue of alleged omission of Lagos-Calabar rail line from the 2016 Appropriation bill(Budget) by members of the legislative arrm of government.

We all agree that since the budget was proposed by the president and submitted to the National Assembly, there has been one controversy or the other. The latest of the controversy being the omission of Lagos-Calabar rail line, which my piece is to dwell on.

THE ISSUE
When President Buhari presented his budget bwfore the National Assembly, there was no provision of Lagos-Calabar rail project but only Lagos-Kano rail project contained in it. The minister of transport, Hon Rotimi Amaechi during his budget defence tendered document for the Lagos-Calabar rail project to be captured in the 2016 budget before the Senate Committee on Land Transport (as confirmed by Sen Gbenga Ashafa), and to be funded with a floating N56billion. While the Senate Committee on Land Transport accepted the adjustment, and recommended same to the Appropriation counterpart, the project was however rejected by the Appropriation Committees of both the House and the Senate, as well as the whole National Assembly.

Without prejudice, I believe it is appropriate to give knocks and commendation to those worthy of it.

WORTHY OF KNOCKS
President Muhammadu Buhari

Firstly, it is inappropriate and amount to nullity for a minister to propose extraneous budget outside what has been submitted to the NASS. If President Buhari really wanted the project, all he had to do was to request for withdrawal of the budget before the House and submit an amended budget that would capture the project. If Buhari was sincere, he wouldn't have just captured a project that connects Lagos to Kano by rail without considering that of Lagos-Calabar that is of more economic benefit. Sincerely, Buhari wasn't really interested in the said project perhaps because it wasn't in the North.

Senate And House Committees on Appropriation:
Is it not hypocrisy that members of the Senate Committee led by Sen Danjuma Goje(Gombe state) and Hon Abdulmumin Jubrin(Kano) of the Senate and Reps respectively would see everything wrong in allocating a floating N56billion towards a rail project that would open up Lagos-Calabar, but saw nothing wrong in reallocating the said money into not-so-important projects? When did thd Appropriation Committee assume power to decide new projects for the executive? It is even more shameful that the vice Chairman of Senate committee on appropriation, Sunny Ogbuoji is a southerner from Ebonyi state. I tried to get the names of all committee members of both committees but was unsuccessful. One question these Appropriation Committees members need to answer is "would they have cancelled the addition by Amaechi if the project to be added was Lagos-Kano rail project?"

The National Assembly:
For the fact that the Appropriation committee would empower themselves the privilege of re assigning funds for not-too-important projects from the floating N56billion, nothing stops them from reassigning those funds to Lagos-Calabar rail project. It is a shame that the Senate and the House would agree to such a budget appropriation. Would members of both Houses okay it if the project in question was Lagos-Kano rail? A big shame and an indictment on Southern delegation in the NASS especially those from the South-South and South West that are supposed to be the beneficiary.

WORTHY OF COMMENDATION
Hon Rotimi Amaechi:

We must commend Hon Rotimi Amaechi for his bold step to find ways to inject the Lagos-Calabar rail project into the budget and also seek way to fund it without going beyond his ministry's allocation. I am no fan of Rotimi Amaechi but he deserves credit and not knocks. Those calling for his resignation over this issue should hide their faces in shame.

Sen Gbenga Ashafa and Senate Land Transport Commitee:
Also worthy of commendation is Senator Ashafa and his team although it would have been more appropriate for Ashafa Committee to advice Amaechi of the nullity of his proposal to smuggle in a project in the eyes of the law.


The Way Forward:
It will amount to injustice for Mr President to append his signature into that thrash paper called Budget of 2016. The proper thing to do now is for the President to veto the budget and submit a new document or amendment document to capture the Lagos-Calabar rail project. This blame game is diversionary and we will not be distracted by the antics of enemies of the South and the country as a whole.

In the end, the same house members deleted the Rail project and diverted the money to the North.

Our Southern Senators and House Members looked like Lucozade.

If there were no plans for the project from the onset, the Presidency would not provide the money for the Lagos-Calabar Railway project.

The Money was there. The Money Hon. Abdulmumin Jibrin referred to as floating.

I dont know why you ignore Niger delta senators and house of rep members in your knock list. I blame our Niger Delta Senators the most in this saga. They are even more guilty than the appropriation committee. The role of senators is to represent thier region and constituency in national discuss. For something as important as Budget, our senators were suppose to take it very seriously. They were suppose to be up and doing in looking at the Budget b4 them and how it affects the people they represent. It is even thier job to lobby the NASS to add things that were not in the budget
that will benefit thier region. NASS has constitutional power to add and to remove items in the Budget. But it is the role of our Senators and house of rep members from Niger Delta to ensure this power of NASS is used to our favour and not against us.

Actually, what the Northern senators did could be seen as people doing their true Job as senators. which is to represent the interest of thier region. they saw a loophole knowing fully well the senators representing us are docile, they took full advantage of it.

However, I dont think the floating 54billion naira is an accident in Ministry of Transportation budget. The money is too close to what is needed for lagos-calabar rail to be by accident. I think the Calabar - lagos rail was already planned to be in the budget submitted to the NASS. But was mistakenly absent as item but was present in the total sum.

There is no way Rotimi Amaechi will be defending that project before the Senate without full Buhari approval. Also if the project was not very important to the president, I dont see how the president will delay his assent to a budget because of an Item he doesnt care about. However for the initial omission, the presidency deserve some blame. But atleast they tried to remedy it.

Tonyebarcanista, so far this is most diplomatic article from you. Great job!

What I don't understand is that the president is aware the Lagos-calabar rail is more important than Lagos-Kano rail , of which even the Minister of transport has alighted the benefits for him. Can we say because APC has no threshold in ss region, that is why the president neglected it or could it be that Amaechi did not defend well the project when the budget was first passed?

Also, when the budget was first passed when this project was missing, I suppose the PDP senators representing ss region did not voice out and I find this somewhat shameful.

Amaechi made a mistake by going public!

He should have engaged Gbenga Ashafa privately before going public. I believe that if this has been done quietly, the President would have sent a supplementary budget to include the missing items.

Gbenga Ashafa is not the Chairman of the National Assembly while Rotimi Amaechi is not the Head of the Executive!

If Buhari was not sincere, he wouldn't have returned the budget. He would have signed.
For those who wonder why the SS and SE legislators didn't do anything to have the project appropriated; the answer is Amaechi. They do not want him to succeed. It is same way the National Assembly withheld appropriation to SEC due to personal issues with Arunma Oteh.

This assertion is completely wrong. The minister for transport, is solely responsible for the cacophony that is currently bedeviling the NASS and the executive. Rotimi Amaechi should have lobbied for the inclusion of a rail line running from Lagos to Calabar, prior to the submission of the budget by the president to the national assembly. The minister should have used his office and influence to pass across his proposal directly to the President or through the chief of staff or SGF. That is the way it is done in civilized climes. But knowing Amaechi from his past antecedents, it is very obvious that the minister used this controversial project as a means to drive a wedge between the Executive and the NASS, in his twisted plot to position himself for a much lucrative political position come 2019. The OP, should know that Amaechi does not care about any form of development in the South-south. Amaechi only cares about Amaechi

I was unusually going to commend you for this thread, but you as usual, you betrayed your own write up be excluding and failing to include and apportion blame to the local and national elected officials from the affected region and direct and primary beneficiaries of the $12 billion project and the largest public works in Nigeria.

As a public official, I'll do anything and twist every arm in sight to corner and inject $12 billion dollars , jobs and payroll taxes into my local economy even apart from the secondary benefits of the projects like opening up and developing my local communities.

Instead of standing up and fighting for this project, the officials from this region especially the now famous twitter based senator who camped out on twitter ranting rubbish everyday like a market woman instead of looking out for his people back home.

This is what you get when you apportioned to yourself the shouting and opposition leader position, attacking people everyday at the expense of your own people and primary responsibilities just like the other noisemaker in Ekiti.

What time do you exactly have left to your job after spending all your time on irrelevant and silly activities?

Where was this man when $12 billion and the largest public works project in sub saharan Africa was getting snatched from him and his people? He was of course not on the senate floor looking out for his people, he was as usual on twitter talking rubbish.

This man should have set politics aside and bipartisan with Amaechi to advance this project and make sure it sailed through the House and Senate. This is what great leaders are made of, this is how leaders bring home bacon to their local communities.

What is this man doing today? He's covering up his failure by attacking Amaechi and discrediting Amaechi who regardless of the short sighted and silly political bad feelings against him back home fought to send $12 billion and thousands of jobs to his people back home.

All the local leaders from distracted and goofy Wike down to Akpabio whose state and Uyo is going to be the Arrowhead of the project sat quietly, unconcerned and grossly ignorant. When this was going on, even if the project was not originally included in the budget should have arranged a meeting with Amaechi and other leaders from that region to make sure even errors were made, everything was done to correct the error and retain the project.

Sadly in this part of the country, politics comes before people and the electorates, hatred and bitterness comes before people and primary responsibilities.

This is what you don't see in other parts of the country, you don't see Northerners and SWners sitting on their hands and denying themselves major projects and opportunities and the North taking this money away to spend on other irrelevant and insignificant projects at the expense of the South.

The only PDP elected official from the South defending this project is from Lagos state/Originally from SE, regardless his tribal and political affiliation. Shows you that politics of hatred, bitterness, tribalism and do or die exist only in that part of the country/SE/SS. They don't mind detrimental ways and attitude against themselves and their own people all because of politics and hatred.

These useless leaders first and only priority remains progress and advancement of their own people back home, they should get together regardless of political affiliations to draw up agenda and federal projects and benefits to drag back home to their communities and reserve politics for elections.

It saddens that you are part of the same maladies your local leaders are suffering from, you don't hesitate to play the same destructive political game, you defend and promote the same ills and incompetent leaders.


The only portion of your write up I agreed with or even partially subscribe to is the part about the President not canceling the whole budget process and strictly insert and highlight his programs and objectives including this project and let the lawmakers play their shaddy game out in the open in front of Nigerians. The partially part is even if the presidency didn't include the project in the original budget, it is on record that the Minister not only inserted the project into his budget with funds the crooked lawmakers termed as floating funds when in fact we all know this is the same money set aside for the project, the same money they fraudulently diverted, but also debated in front of all the necessary committees.

The lawmakers are using the silly excuse that the project was not in the original budget to justify their shaddy desires when in fact it shouldn't be since it's on record that it was the other way around, the project and budget was credibly inserted and debated in front of the committees and lawmakers.

What we just witnessed means the battle for #Change has many obstacles, enemies, distractors and incompetent officials ready to make sure our country stay stagnant and buried like the same old ways of corruption and institutionalized incompetence..

A Quick diversion. The PDP chairmanship position was reserved and zoned to the SE, but after failed 4 SE PDP chairmanship because of infighting, backstabbing and resignations, the North took away the chairmanship position from them and zoned it to the North with the SE walking away quietly without objection.

This means the SS and the SE are still not ready for prime time. Cooperation and reaching out to attain common objectives delivers while communal hatred, bitterness and petty political fights and affiliations deprives as we just witnessed.

The SS Senators are only in NASS to fight for their pockets, they have no interest in the welfare of the SS people. Rotimi on the other hand has the people at heart, but he should have followed due process.

Ladies and gentlemen, and patriotic Nigerians please permit me to air my view on this issue of alleged omission of Lagos-Calabar rail line from the 2016 Appropriation bill(Budget) by members of the legislative arrm of government.
This issue has been trending across media space including Facebook, Twitter, Nairaland, Palmchat, etc

We all agree that since the budget was proposed by the president and submitted to the National Assembly, there has been one controversy or the other. The latest of the controversy being the omission of Lagos-Calabar rail line, which my piece is to dwell on.

THE ISSUE
When President Buhari presented his budget bwfore the National Assembly, there was no provision of Lagos-Calabar rail project but only Lagos-Kano rail project contained in it. The minister of transport, Hon Rotimi Amaechi during his budget defence tendered document for the Lagos-Calabar rail project to be captured in the 2016 budget before the Senate Committee on Land Transport (as confirmed by Sen Gbenga Ashafa), and to be funded with a floating N56billion. While the Senate Committee on Land Transport accepted the adjustment, and recommended same to the Appropriation counterpart, the project was however rejected by the Appropriation Committees of both the House and the Senate, as well as the whole National Assembly.

Without prejudice, I believe it is appropriate to give knocks and commendation to those worthy of it.

WORTHY OF KNOCKS
President Muhammadu Buhari

Firstly, it is inappropriate and amount to nullity for a minister to propose extraneous budget outside what has been submitted to the NASS. If President Buhari really wanted the project, all he had to do was to request for withdrawal of the budget before the House and submit an amended budget that would capture the project. If Buhari was sincere, he wouldn't have just captured a project that connects Lagos to Kano by rail without considering that of Lagos-Calabar that is of more economic benefit. Sincerely, Buhari wasn't really interested in the said project perhaps because it wasn't in the North.

Senate And House Committees on Appropriation:
Is it not hypocrisy that members of the Senate Committee led by Sen Danjuma Goje(Gombe state) and Hon Abdulmumin Jubrin(Kano) of the Senate and Reps respectively would see everything wrong in allocating a floating N56billion towards a rail project that would open up Lagos-Calabar, but saw nothing wrong in reallocating the said money into not-so-important projects? When did thd Appropriation Committee assume power to decide new projects for the executive? It is even more shameful that the vice Chairman of Senate committee on appropriation, Sunny Ogbuoji is a southerner from Ebonyi state. I tried to get the names of all committee members of both committees but was unsuccessful. One question these Appropriation Committees members need to answer is "would they have cancelled the addition by Amaechi if the project to be added was Lagos-Kano rail project?"

The National Assembly:
For the fact that the Appropriation committee would empower themselves the privilege of re assigning funds for not-too-important projects from the floating N56billion, nothing stops them from reassigning those funds to Lagos-Calabar rail project. It is a shame that the Senate and the House would agree to such a budget appropriation. Would members of both Houses okay it if the project in question was Lagos-Kano rail? A big shame and an indictment on Southern delegation in the NASS especially those from the South-South and South West that are supposed to be the beneficiary.

WORTHY OF COMMENDATION
Hon Rotimi Amaechi:

We must commend Hon Rotimi Amaechi for his bold step to find ways to inject the Lagos-Calabar rail project into the budget and also seek way to fund it without going beyond his ministry's allocation. I am no fan of Rotimi Amaechi but he deserves credit and not knocks. Those calling for his resignation over this issue should hide their faces in shame.

Sen Gbenga Ashafa and Senate Land Transport Commitee:

There is no record to show that the project was "originally' budgeted for. Instead, record shows that the step by Amaechi was a after thought. If Buhari was sincere he would have formally requested that the project be added and the process was not through Ashafa.

You are not always right. 54b wasn't there for buhari and ameachi to eat. The project was captured, but was removed when the budget was padded but the sum left there perhaps to give the government a bad name.

Don't hate buhari too much, he means well
