NSE is an association
COREN is a body backed by law to register someone as an Engineer, NSE does not have this power
It was the president of COREN who happened to be a former NSE president that initiated making NSE registration mandatory for all engineering personnels. He did this cuz many engineers registered by COREN were not part of NSE as NSE is not responsible for registration.

COREN is the parent body, NSE is just an association

Apart from bequeathing you with the Engr. title and collecting outrageous annual practising fee, COREN is not useful to engineering, please do not even mention NSE cuz its so unnecessarily useless yet makes the loudest noise. NSE has never fought for engineers yet they collect annual fees from them, only God knows what the money is used for, EFCC needs to look into this.

Engineers have very poor salary structure yet NSE does nothing but collect annual fees and send their excos on foreign trips

Yes, you can join NSE as a graduate member GMNSE - Graduate Member, Nigeria Society of Engineer. Been a graduate member already before applying for corporate membership gives you some points when you apply for the corporate membership. Though isn't a must to be graduate member before apply for corporate membership.

You apply for corporate membership of NSE 4-5 years after graduation but you can apply for graduate immediately after graduation.

I worked for 8months in an engr firm while waiting to be mobilised for NYSC. MY Cumulative experience would be 4yrs by september if counted in terms of post graduation experience, what do you think? Would i be eligible?

you can become a graduate member of NSE...you just have to register for it with NSE. afterwards you are issued a certificate. with this, you can add GMNSC to your name

Even if you also put prof. before your name no one will remove it, but that does not mean you will be recognised as a prof. until you can show the proof.

By the way, just note that what he said is true, you can only use the title engr. after you have been certified by coren.

At the moment you can get registered with COREN without going through NSE only that you will be required to participate in a Professional Interview while those with NSE will not.

This very adjustment in COREN policy is an open door for intending Engineers to get registered. Anyone who has been struggling with NSE should better seize this opportunity and do so quickly as you can't tell how long this will last.
