For stream1, CUL printing began from April 20th-27th which is exactly 7 days, guess they want ours to be 7 days too hence the 14th-21st date as opposed to 13th-21st which is 8 days. I believe we may still get to print our CUL later in the day, perhaps at night.
If y'all recall, when Stream I peeps were printing their CUL, many had already printed their letters long before NYSC sent them a text that it was ready and they could now print it.

So, let's keep the faith, be patient and not get worked up about messages or no messages on our dashboards.
