The answer I got was the most shocking of all: the respondent went "it is because there is NOTHING to bomb in the SE".

Why don't they bomb the fed Unis, FIRS buildings, etc?? Why aren't they bombing the pipelines that pass through the SE?? All they do is get excited and encourage some crooks to lay waste to the ND region while they feign brotherhood.
