According to Microsoft, you can fix the Windows logo stuck at reboot in two different ways.
This first workaround involves being patient. The company said that if you come across the issue, then

Same happened to me too. First, I thought it was due to the poor network, but then, I tried a very strong wifi yet, no way until I did a reset. You may try areset if you can.
