what would you do if you have this kind of dirty and troublesome neighbour who keeps dirtying the step you both shares?bearing in mind that the landlord/landlady isn't leaving in the same house?

Call the person involved in a peaceful manner and have a discussion with him/her to see reason why the staircase should be kept tidy at all times bearing in mind it's a shared passage. If the person seems not to cooperate by keeping the place clean, just try your own best to be cleaning the place. Never show her any emotions cos obviously she might be looking for a way to strain the relationship you both share as neighbours by refusing to change afterwords.
Maybe, just maybe after a while she might change her attitude.

I swear Jaytime these people are troublesome,just imagine a senerio where you finish sweeping the step, the next minutes they have poured dirts all over, its soo annoying.

Eyah! Sorry, some neighbours could be very very annoying. Some of us do have them.
