The pix you displayed is wrong because even my sienna that's in top notch shape would show all those light, because the ignition is either in AC or just ON. But to be on the safe side when the car has cranked, all those light should be off except the one on the P that's the gear indicator light. If any other is left on, it indicates a problem with the system.

Let's know the model and year of the car

Checking nstrument cluster light display is not alone to justify whether what u are buying is a good buy or not ,what what about the condition of the engine ,cooling system, electrical and wiring issues,transmission ,etc .
Get a professional to do all this checking for u so that you do turn out to buy a lemon .

I could actually check these stuff by myself but the car is in another location. There's a local mechanic doing the checks for my friend but I don't trust their judgment.

There is no big a deal in checking the functionality of a car, even if you aren't a professional.
1. He needs to get a small scanner and scan the engine for error codes, if it's O2 sensors, it can be managed (those are the major error codes I always encounter in Toyota)

2. To check cooling system, make sure the fans aren't run direct, if they are, don't fret check the exhaust and make sure the car isn't smoking if the car is smoking then it's possible the car over heats and the gasket has been changed but a poor job was done. Check the gauge for 20mins to confirm the temp gauge doesn't rise above the recommended mark if it rises above, the story is as soon as you pay for the ride, before you reach any where, the engine will over heat and that's the beginning of your troubles.

3 next is how to check engine conditions, gear conditions and leg conditions. Make sure the seller is with you when you go for a test drive. Check the dip stick and make sure the atf is pinkish in colour you have to dab it on a tissue to properly confirm make sure it's not black and smelling burnt.
Carry the car enter express if the gear is bad you will know if you have driven a car before but these are normal signs of bad gear
A late changing to next gear
B car Jerking during gear change
C car revving without gear change like doing 60km/h and the tachometer is at 5rpm and the gear never change.
D uncoherent car movement car losing speed and then gaining it again.

4. For the leg, listen to jingle bells while moving, when you enter gallops and when turning, if car bounces like snoop dogs own and the tire pressure is OK, then it's like the absorber has worn out. If car sitting low like lamborghini, then springs are worn

5. Go to the back of the car and stay 3meters away to check for K-leg and Armstrong leg also do the same for the front.

6 go under the car and check for hidden rust, do don't want to fall on the express/highway.

7 most Nigerian abused cars have oil seals leaking due to over filling of engine oil and wrong use of oil, check to make sure it's not a huge fix, even if the engine was steam washed no problem just let the car warm up and if the car has that issue, once warm, foul yansh go open.

8 check the interior if it is OK especially the driver side, make sure nepa has not open X and O, criss and cross for that place because if issues arise in future nah to find the expert wey fix am the first time you go dey find.

Lastly leave the car on for 15 to 20mins in a dry spot, check under to make sure there is no leak of any sort especially the power steering fluid, abeg if steering is only soft when accelerating do your due diligence though this could be due to belt misaligned, but confirm properly.

You don't need to be a genius or know anything about cars to check all this steps I stated.
