How does this promote national stability ?

Or is it Buhari that doesnt have things he could also be jailed for ? How about presenting a proper certificate or his reports when he served under previous administrations ? or no tax filing for owning commercial amount of cattles but runs it as a private affiar ? If you raise 200 cattle in Germany,for example you will pay tax or be shut down..
