He is a smart businessman who knows when to be risk averse. There is a reason he is building close to the ocean and that is to import the crude oil his refinery needs (Nigerian crude is not cheaper than oil in the international market) and that will save him from the criminality in the Niger Delta.

Furthermore, according to the land use act, the resources underneath the land (including oil) belongs to the Federal government of Nigeria and not any specific group of people accidentally born above the land. No amount of kicking and shouting will bury this fact.

Finally, your creek terrorists have been tamed by Buratai's fire spitting birds in the sky in case you have been living under a rock and had not realized. Your scavengers have now learnt their manners.
