ZKOSOSO:May they rest in peace.... These guys are known as 'yan agaji' like a 'first aid' group. They perform organising functions in Islamic gatherings, offer are charity services and 'boy scout like' services. The hisba are a totally group of people employed by the state for specific law enforcement like you rightly mentioned. This is for clarification sake.
