As a lady qualified by all standards and status and ready for marriage, the two people in view now are like words and opposite. Who should you go for?

(1) A guy that loves you completely but you love him partly (you are just managing the guy) or

(2) A guy you love completely but you know he loves you partly. (he is just managing with you)

Please no religious answers, no consideration for their financial status because they are both okay financially.

Yes, seriously. Its a choice that is probably going to affect the next 50, 60, 70yrs of your life so you must consider it carefully. Knowing fully well that humans hardly change.
If he doesn't love you with all his heart, he will consciously or subconsciously keep looking for 'the one', whether he's married or not.
If you don't love him with all your heart, you may do the same, plus you'll never truly be happy.
