No you can't receive payments you can only send , thats the condition paypal imposed on transactions affiliated to nigeria.
But people use different countries (paid)dedicated ip addresses or vpn softwares to bypass this. This is not advisable becauses when paypal detects this or some unusual changes in ip addresses on your account your money is seized and cannot be recovered.

2. It is a three 3 year course.

I know America only allows 4 year BSC for masters and more importantly I am not really interested in Masters.

Please does anyone know of any institute or college that offers Postgraduate Certificate in computer course/ IT.

I would really appreciate your responses and inputs.

I saw some schools in Canada but Canadian visa application is very rigid and I would've preferred America please house.

Not impossible but much harder to get vis with your intending route. Indians usually do Master along with their bachelor to surmount this challenge. Are you sure there woun't be any school that will accept Indian's alone bachelor degree for Master Course?

Are you a US citizen or resident? If not, you need to tell your school who you're. As an international student, you have no business with fafsa. Simple.

another is most of these advisors just copy n paste d requirements dey send to students so dey will just put it there,all u do is to read all n u just pick d ones that belong to u as an international student

FYI: if a school referred you to fafsa and you're not so dumb, you would know that one of the fs stands for federal and as an international student you're not eligible for US government loans, funding or public assistance.

then the inflow should supersede outflow and credit balance should be about equal to 33k or more than in Naira or Dom. accounts
