Nonsense. Why would the whole Assembly be shut down because the President going to present the budget.

2016 budget is not halfway implemented.
Some ministries and Agencies still crying for their chunk of the budget for implementation. Yet our ''Mr. Integrity'' is presented 2017 budget. Rushing to recoup funds lost in the course of his campaigns.
I don't blame him, because he knows he's vacating that seat by 2019.
