It's a policy thing. Let all states generate their own power and supply the excess to national grid. You will see abundant power. But you generate light in Niger state and cable it all the way to Abuja...... not smart at all.
By now at least Lagos, Rivers, Bayelsa and Akwa-Ibom, Niger, kogi, Imo and a few other states would have had sufficient power.
Anyway, it was structured not to work, so it doesn't work.
