I it depends on the level of fill you mean ..if you mean fill to the brim then 2 will fill up first but if it 3/4 fill then the 3rd will first

Tank 2 can't get filled up because it keeps losing water to tank 3.

Tank 3 can only start filling up tank 4 once it gets sufficient volume/pressure to push water up that height to tank 4. So it's going to get filled up before tank 4 does.

It's 100% D, the draining part in D is at the nearly extreme top, while other have draining at the lower part,thereby supplying to D.

They are at the same level, also are connected. Something about gauge pressure and all those stuff from physics will make their water levels always remain the same.. once the water level in 3 passes the level of the pipe connecting them both that is.

Tank 3 will Fill first.. Tank 4 won't get any water.. The water with suspend in the pipe.. This is because its coming from the depth of tank 3. While tank 3 will be filled cus its receiving from tank 2 which is above it in height.. Simple science. grin

For tank 3 to get full to the brim, 4 must also get full to the same level.

The water in 3 rises constantly until it reaches the level of the connection point into 4. At this point, water level in 3 stops rising while 4 fills up. The water level in 3 can only continue rising (i.e. go above the connection point into 4) after the level in 3 and 4 have equalized .
