My answer is tank 3.

Tank 1 can't get filled up because it keeps losing water to tank 2.

Tank 2 can't get filled up because it keeps losing water to tank 3.

Tank 3 can only start filling up tank 4 once it gets sufficient volume/pressure to push water up that height to tank 4. So it's going to get filled up before tank 4 does.

Anyway,, Tank-3 would fill to some extent (90% full), before dripping into Tank-4.
When the water in Tank-4 reaches up to the level of the point of connection at Tank-4, Tanks 3 & 4 will start filling up to the brim at the same time.
And, since the top of both of the tanks are at the same level, Tanks 3 & 4 will fill to the brim at the same time and start flowing over the top.
Thus, Tanks 1 & 2 will never get filled since tanks 3 & 4 are already full and overflowing.

Solution:
the 3rd will first gets filled up because 1 and 2 doesn't need force to distribute water to next tanks but some amount of force is needed for number 3 to distribute to number 4 because of the way the pipe that connects both of them is, hence number 3 needs to first get filled up then weight of the quantity of water inside number 3 will be the force to make water passes to the upward pipe down to number 4 .... once number 3 reaches half filled up distribution will definitely begins to number 4 but the more the distribution the force needed from 3 to supply number 4 but at the end 3 definitely needs to be filled up before 4 then 2 and lastly 1 which brings us to =3,4,2,1

They are at the same level, also are connected. Something about gauge pressure and all those stuff from physics will make their water levels always remain the same.. once the water level in 3 passes the level of the pipe connecting them both that is.

Pressure at the same depth is equal across that depth. 3 fills until it get to the inlet of 4 then both fill up simultaneously until 4 is full then 3 will now allow 2 to fill up before 1. So the sequence is 4321

Cannot say based on the information given.

How fast is the tap running?
How fast are the tanks losing water?
what level is full and how long does it have to hold water at that level?

If the tap runs faster that the outlets it would be 1 hitting the brim first followed by 2.
If not and assuming all outlets have equal capacity then 3 and 4 would progress simultaneously.

Tank 3 and 4 are on the same level. You need to lower tank4 or raise tank 3 up to really generate pressure to fill tank 4.

Also, the path from 3 to 4 is upward not downward. Hence, there won't be enough pressure to fill tank 4

It's tank1, it says which will be filled to 100% first, tank1 will be filled to the brim before the rest start getting really filled up, look carefully

If u use a simple analysis of osmosis and diffusion u will be able to decipher which will be filled first, based on the above statement and mathematical calculations tank number 3is the first to get filed.

The more liquid in 3, the more force and momentum it gathers to forcefully push water into 4, Now how would that force come about? Container 3 will be filled up to gather in mass to bring about that force.

Water will always find its level...
No internal pressure is needed here, because the tanks are not air-tight closed...
Remember that the top is open to the atmosphere, so, only atmospheric pressure and gravity play all the roles here..
Let me ask you something......

For tank 3 to get full to the brim, 4 must also get full to the same level.

The water in 3 rises constantly until it reaches the level of the connection point into 4. At this point, water level in 3 stops rising while 4 fills up. The water level in 3 can only continue rising (i.e. go above the connection point into 4) after the level in 3 and 4 have equalized .
