What sort of democracy is this?

States refuse to do d needful and right size in d face of dwindled resources just because they want to "look" good and electable?

Running to abuja for state allocation is bad enough alredy but ok so long as that is the system we are running but do we need to be advised to right size the burgeoning weight of civil service workforce when revenues look south wards
