This is quite revealing both Jonathan incompetence and APC lies. According to the write up, there was a fact-finding mission, what was found? If there was a conspiracy, how many heads rolled for it. This just revealed GEJ administration was actually clueless and lacked a sense direction, hence the opposition using it against him.
