Never, only the President have such powers. You recall that NASS ones asked the President to sack the SGF over corruption allegation, the President refused. The NASS lack the power to sack, they can only advise the executive.

Constitutionally, the resolutions of the National Assembly is merely advisory! Its not enforceable except at the discretion of the President.

All the National Assembly can do is to block the budgetary allocation to the Nigeria Customs Service. Just like the 6th assembly blocked the Budgetary allocations of SEC under Jonathan when the president refused to act on the resolutions of the National Assembly to remove Often as the DG of SEC.

They can if Buhari agrees. More likely they'll defund them. Then changed laws. Other than that they need to consider making constitutional change. They should be able to impeach any exuactive without presidential request. They can impeach president him self without consulting him.
