Henry240:Both. It's the premier scientific research institution on the continent. They even have a campaign targeted at scientists from other African countries that says: "If you're considering emigrating to the West, try us first and keep your knowledge on the continent". frumentius:this is the kind of thing which makes all the different. ability to utilize civilian applications for military use or vice versa. no defence R & D, and related corresponding industry would survive or achieve economy of scale without finding dual (or more) application. eg. generally a military naval ship building industry can only ride on a successful civilian ship building industry . most of the time a country without a successful civilian ship building industry will not been able to build naval ships in a cost effective manner or in a given time frame and with desired sophistication. generally, anybody who wants to build a military industrial complex has to first develop a good civilian industrial complex , unless he wants to deal with cost over runs , repeated delays and short comings in desired technology. another example a good civilian steel (and related metallurgy ) industry will lay a solid foundation to building up a good naval ship and armored vehicles (among others) manufacturing and R & D facility. more ever it helps to bypass sanctions on certain technologies for military use or even technologies which no country will ever share ![]() note : what i have said is in a general sense only , need not be a hard and fast rule. same like, there r many ways of doing the jambo with the lady mambo , but still majority go for the matrimonial way ![]() |
