There ought to be an independent Police complaints board (call it IPCB if you like) that automatically receives any complaints against the police. When abuse is reported to the police. IPCB should also be able to receive complaints directly from the public and people/lawyers acting on behalf of complainants. PCB should lead any investigation against the police.

But in 9ja we do not really intend to make things work.

To begin with, the Police in Nigeria is fundamentally corrupt at an institutional level.

And it is peopled by stark illiterates who don't know anything about the law they are meant to enforce. There's a lack of transparency, respect for citizens and central command passive nod to corruption and extortion.
