The Petroleum Technology Development Fund, PTDF, has stated that it has not cancelled or intends to stop its overseas scholarship scheme.

The PTDF, in a statement by its Head, Press and External Relations , Mr. Kalu Otisi, stated that its decision not to cancel the scheme was in view of its continued relevance in building a crop of well-trained Nigerian professionals to effectively manage the critical sectors of the oil and gas industry as well as the academia.

According to Otisi, the intention of PTDF in reviewing the operations of the scheme through its training domestication drive is to increase the involvement of local universities whose facilities and faculties have over the years been massively upgraded by the Fund.

He stated that the Federal Government has invested huge resources through the PTDF in upgrading 26 departments involved in teaching oil and gas related courses in 26 universities, with world class facilities that put them at par with their contemporaries abroad.

He said, “These upgraded universities, some of which have become Centres of Excellence in the teaching and research of specific oil and gas disciplines, are already being used for the training of PTDF scholars at undergraduate and post-graduate levels under the Local Scholarship Scheme of the Fund.

“Part of the domestication policy of PTDF scholarship scheme is to gradually reduce foreign training of our scholars and build up in-country training facilities towards self-sufficiency in oil and gas capacity-building.

“We must emphasize, however, that this new thinking and direction does not in any way translate to a cancellation, stoppage or withdrawal of the overseas segment of our scholarship programme. Qualified Nigerians will continue to be sponsored abroad for training especially in critical subject areas in the oil and gas industry that we currently lack enough capacity for in Nigeria.

“The other limb of the domestication approach is to encourage foreign universities where Nigerian scholars are regularly sent for their Masters and PhD studies to set up branches or campuses of their institutions in Nigeria or go into partnership with the upgraded Nigerian universities for split PhD programmes, whereby aspects of the training and research will be conducted both in Nigeria and abroad. “

Why worry yourself? Worrying solves no problems. The fact is nobody on this platform is an AUTHORITY on the way PTDF conducts its business - we all can only speculate. Thus, we should learn to discriminate between personal opinions and facts.

I think the good thing for us to do is prepare hard for the test, perhaps if PTDF decides to reduce the quota per state this year for overseas scholarships, say from four to three, we will still be among the first three.

Caveat: I'm not saying PTDF will reduce the quota per state this year.

Come to think of it, if PTDF gives 5 per state this year plus the FCT, that will amount to just 185 overseas scholarships, and it's still going to be a far cry from the number of scholarships that will be awarded locally. And let's say each OSS is worth $100,000 (and the chance of that occuring is slim since programs/schools differ - some will be way cheaper), that means that all the budget will equal $18.5 million. And that is not even up to twice the $9.8 million ONE former Director in NNPC stashed in ONE of his vaults claiming it was a "GIFT".

Here is the point: NNPC/PTDF is not poor to send brilliant Nigerians abroad to study and if ONE GMD of NNPC can have a gift of $9.8million, even 185 relentless and hardworking Nigerian students deserve more than $18.5 million dollars to go abroad for programs they can't find locally.

So, let's keep our eyes on the trail, forget what was and what will be, and focus on the task at hand.

I don't know about you, but I'm picking one of the OSS this year for a study at the University of Michigan, USA, even if PTDF is awarding just FIVE (5) OSS globally.

Haha brother fear God o. Do you know how much that is? The money EFCC is whistle blowing now doesn't make us know how magnanimous money is. Even Australian scholars will not incur as much. If you are in highbrow city for your masters, say in London, you won't be getting more than 1400£ per month. Including your school fee ( most expensive .... say imperial ca 30,000£) just giving you what could be spent on one scholar at the most. The money spent is actually worth considering domestication considering capital flight. But if you are a lucky beneficiary, consider yourself the most favoured. Get to work!

Bro, some of the schools approved for the US cost up to $23,000 per semester for out-of-state students. For 4 semeters, that will be $92,000 for just tuition and I've not added other expenses.
So I know how gargantuan the money is and what quality education it can afford. And I will be more than grateful when I receive the OSS Award. But I also know that money is NOT magnanimous to anyone, otherwise everyone will have it. Well, that's a topic for another day...

I understand UK schools are cheaper because it's one year master's program vis-a-vis other differences from US schools. So, a UK education statistic is too narrow to make a broad generalization since the sample will not be representative.

While I'm not against domestication, I still hold that teeming Nigerians won't choose oversea schools if we have the capacity and facilities to give them world class education during their studies and opportunities after.
And not only the scholarship should be domesticated; our healthcare system should be also, so our politicians don't use tax payers money (mine inclusive) on medical vacations abroad, etc. But while our education, healthcare and other systems are in sorry states, let's make the trips abroad till we upgrage our systems locally to global standards, and I pray it happens in my lifetime.

The fact of the matter is that PTDF just NEED to stop playing on our intelligence.
For every single scholar on the merit list....there are AT LEAST 10 equivalent scholars FROM THE ARRANGE LIST in the OSS budget!
Despite PTDF acting as if the recession is hitting them badly, they should know that we have the capacity to sponsor AT LEAST 50 persons per state. If you consider how much these politicians are blowing, you will increase it to 100 per state....AT ANY SCHOOL OF YOUR CHOICE!

I think that PTDF is marginalising the local scholars. I am yet to read one from foreign scholars on here.

What pained me most is seeing PTDF giving scholarship to someone who didn't write the test or interview. And, most importantly, to someone who does not merit it.

We have been subjected to think in a particular manner! Despite the "textbooks" by PTDF.....the OSS "handouts " can still be at least 50/state.

Errrr, chairman, this is not a matter of subjective thinking. As if your 50 persons per state is even possible.Lets do a quick mental math. Assuming the scholars are sponsored at a rate, $20000/person which I am sure can be spent only on living expenses if the person we assume is on a free tuition program. That is just a flat rate oh. Removing those very expensive schools like UCL/ICL etc.

37 states including Abuja * $20000 * 50 persons/state = $ 37,000,000 USD

Please, how much is their annual budget? That is assuming PTDF is without all the plenty bottlenecks, it still is not possible.

Sometimes, we place unrealistic expectations on others that when they can't meet up to them we judge them as failures. Please always think, even if a little before posting so you don't ridicule yourself in an attempt at seeming smart.

Actually I know quite a number of overseas scholars that still have some hitches with their payment too. I'm beginning to lose hope in the whole ptdf thingy....after all the hype we used to hype them.
