This is barbaric. If someone has committed a crime, take them to the police station and prosecute them accordingly. Let us learn to be civil for heaven's sake!! Mobs will parade their victims unclad, the authorities will join the fray and do the same, what's the difference then? Even criminals deserve some respect in a civilized society!! This is not proper.
