See, the logic is simple. It is easier to manage things when they're smaller. The idea of having local govt chairman and smaller bodies is so that govt can be closer to the people. The closer govt is to the people, the more they can hold the govt responsible.

Right now Nigeria is just too big and different to hold the faceless presidency accountable. But breaking it into smaller units will help a lot.

Also remember that the mode of govt we have today was never the way the Igbos conducted their affairs and was only imposed by the colonial lords for ease of control. Igbo enwe eze (Igbo has no king). I believe with a separate nation the Igbos can go back to practicing what oyibo man will call true federalism. Not exactly, but at least the consciousness is there.
