The constitutional process requires the votes of majority of legislators in 24 states of the federation as enshrined in Section 9 of the constitution. Get your representatives to kick-start the process and start lobbying. |

Yugoslavia and Sudan collapsed through armed conflict. Which one can you do? Whether you choose disintegration or restructuring, either can only be achieved through constitutional amendment or armed conflict. |

As things stand, restructuring requires amending the constitution to accommodate referendum or, in the alternative, a constitutional amendment to the 1999 constitution, which in this case must be supported by majority of legislators in 24 states of the federation as enshrined in Section 9 of the constitution. This is not funny. What he is saying in essence is that restructuring or referendum is totally impossible . Since it will lead to down sizing of the Senate and state HOA. Since this are the same guys that are supposed to push for restructuring then it is impossible. I guess we will have to seek other route asides the Senate then |

Ogbuefi2020:That is the job of your representatives in the legislature (which is independent of the executive) and not Buhari, and they will have to lobby to get the approval of majority of legislators in 24 states of the federation (who incidentally IPOB/Kanu has been insulting, threatening and blackmailing) in order for the amendment to take place, as enshrined in Section 9 of the constitution. Ogbuefi2020:Confab report is different from constitutional amendment. |

Wherw will anyone get majority of the legislators in 24 states to vote for restructuring? This is mission impossible especially with Northern states. Restructuring will never happen in Nigeria ever ever. That is why all Southern Nigerians had better face the two choices remaining. Continue with Nigeria the way it is or secede. |

amc:That is exactly the challenge which is why it looks impossible because no northern state would append or sign for restructuring. And besides North even have more states than the South so how can restructuring be achieved. When people keep saying Igbos should take their agitation to their representatives, this is exactly why they don't because they know it won't sail through. Even if the entire South finally agrees to work together it still won't yield any result because already we are numerically disadvantaged. So the question is how then do we achieve this RESTRUCTURING? |

Ogbuefi2020:Which constitutional process? The Jonathan and even the Obasanjo conference were not constitutional. There was no Law or even budget supporting the conference. These two conferences were simply "Jamboree". At best they were advisory conferences, to advice the president on items to present to the National Assembly for constitutional amendments. |

“Whether that process is going to be an easy sale is a conjecture that should be left for deliberation. But one thing that is certain is the inevitable implication that abolishing states through restructuring process will certainly translate to the eventual multiplier effect of abolishing the state house of assembly and perhaps downsizing the National Assembly and probably the civil service and other related federal institution.This is the koko ofthe matter. The state executives, the state legislatures and the state civil services are too numerous considering the revenue accrued the nation. The states are simply a conduit for siphoning oil revenue from the Nigerdelta, they have no economic value. Up to 80% of total revenue plus borrowed money is used to maintain this structure, with little left for any physical development. Without this useless structure people like Abubakar Malami will be jobless and probably die of hunger. |

wirinet:Great insight. This is the dilemma. We can hardly afford the current structure. Out of 36 states, less than 6 are solvent. The government devotes most of her revenue in maintaining the process with very little left over (after the usual chopping for growth). On the other hand it's impossible to change the shitstem through constitutional means because as you stated in the highlighted, turkeys are never going to be voting for Christmas. |
