From the look of things, mr President is not in his sane mind to even decipher his environment. In other words, he has lost his status consciousness. We call him President, but he doesn't recollect that fact any longer. We want him to resign, but he is not in his right senses to know that he is the President, come to think of resigning. The legislators knows what to, but they are just afraid of who will make the first move. Mr President is simply incapacitated, both mentally and physically.
