Acting President Yemi Osinbajo yesterday drew the ire of Senate President Bukola Saraki and Speaker Yakubu Dogara over his comments on the National Assembly’s increase of the budget from N7.28 trillion to N7.44 trillion.

At plenary in both chambers, Saraki and Dogara said the lawmakers did not overreach themselves by jacking up the budget.

The Senate would not surrender its constitutional powers to the executive, Saraki said, in reaction to an issue raised by Deputy Senate Leader Bala Ibn Na’Allah.



The House of Representatives, Dogara noted, would not be a rubberstamp. He was reacting to an order on the breach of privilege brought by Abubakar Lawal (Adamawa).

The Presidency will seek the Supreme Court’s interpretation on the issue, it was learnt last night.

A source told our correspondent that the Acting President would not take up issues with the lawmakers, but “will soon head for the apex court to seek the interpretation of that section of the Constitution to clear any ambiguity therein.”

The source said: “We cannot be going forward and backward on the same issue every year.”

Signing the budget on Monday, Osinbajo said there were two broad issues about who could do what.

“The first report is about who can do what. When you present a budget to the National Assembly, it is presented as a bill, an appropriation bill. And secondly, do not introduce entirely new projects and all of that or modify projects. This is something that we experienced last year and this year again. It now leaves the question about who is supposed to do what,” he said.

This sort of behavior really doesn't make sense creating projects MDAs had no plan for or strategy for will lead to abadoned projects or unconcluded projects that will create an avenue for corruption. I stand with Osinbanjo on this.

The Executive presents a budget. The Legislators scrutinize and endorse. I don't understand where the Senators got the power to add or remove project on a budget presented to them.

The Legislator's function on budgetary matter is basically for checks and balances to ensure transparency and accountability.

Saraki is just an enemy of this Administration. He only wants to drag power. He doesn't have the masses at heart. He is there for his personal interest.

Some of you need tutorial I swear. It is call Appropriation Bill, a bill is enacted to become Appropriation Act. Are you telling me the Legislature has no power to amend a bill sent by the Executive for enactment?

Stop being fooled by Sagay and Osinbajo, people being controlled by emotions. Where were they when the NASS all these years have been amending Appropriation Bill sent to it. If you leave the bill the way the executive sent it, some States will be left with nothing. This is more so under Buhari philosophy of 97% and 5 % economics

My dear friend, having read your write up comprehensively, I must say you write well. I only have a problem with your assertion without any reference to the constitution. I have also read the argument of the acting President, Senate President and that of the speaker of the HOA. None of them made reference to any section of the constitution.

Dogara only made reference to the USA congress as regards their budget amendment.

That said, I will keep my mind open and see where this will end if the matter is taking to the Supreme court. I am not a lawyer but Acting President is a professor of Law. So also, Sagay, so i expect them to understand the interpretation of the constitution better than those Legislators.

Even Osinbande is there for his personal interest. The Legislature knows the Executive has had their pecuniary interests taken care before presenting the budget, they must have to add their own too or else they will be no budget. You see, once the head is rotten, the whole thing goes bad. Buhari is rotten, his entire government stinks too.

Whatever the legislators added that jacked up the budget; well they should finance that share, nobody is saying don't include projects but use the money for bullet proof cars and range rovers for them.

I propose that different dates be chosen for presidential, governorship, senate and house of assembly elections as is done in france

I guess all the Presidents of this country since 1960 have rotten heads because this thing has been happening since 1960....

One point to note:
In the last 18 years of democratic rule, only Buhari's administration has actively called out the legislators for inflating the budget or tampering with it. No other administration did.
