This has confirmed my earlier thoughts. The Acting President was forced to sign the budget after receiving it and spotted some abnormalities might not have wanted to sign. Word got round and the letter from PMB for him to sign left him with no choice.

Acting President, welcome to the real world of Nigerian politics. Go to court but it has been signed and those monies must be shared

Section 59 of the Constitution sets out the role of the National Assembly in the passage of money bills. This section does not in any way limit the extent to which the National Assembly may alter the budgetary estimates submitted to the National Assembly by Mr. President.
Indeed, section 59(4) vests in the National Assembly the veto power, where the Presidents declines to give his assent to what the National Assembly considers fit and proper for the country.
Where the President fails to assent a money Bill within 30 days of his receipt of same, a Joint Sitting of both Houses of the National Assembly is required. If the Joint Sitting passes the Money Bill by two-thirds majority, the assent of the President is dispensed with and the Money Bill automatically becomes law.
By the provisions of the Fiscal Responsibility Act, w e can only come to the conclusion that the legal framework for budgetary processes in Nigeria allows the National Assembly to exercise the power to alter the budgetary estimates prepared by the Executive, where necessary, as the National Assembly deems fit.

I am of the opinion that people who call Saraki a betrayer are not being fair. When APC needed him to get Kwara votes, did they not know he was corrupt? I think he is just being ambitious.
I also disagree with people who feel that Saraki disrespects Tinubu. They are both Godfathers in their own right. The Sarakis have been ruling Kwara politics since inception. Na only age Jagaban take senior Bukky

Stop being fooled by Sagay and Osinbajo, people being controlled by emotions. Where were they when the NASS all these years have been amending Appropriation Bill sent to it. If you leave the bill the way the executive sent it, some States will be left with nothing. This is more so under Buhari philosophy of 97% and 5 % economics

And you think its the legislative duty to alter it?
This is like you and your project supervisor, you send your work, he observes it an tells you to make apprioprate corrections, he doesn't do it for you. The legislative at overvstepping their bounds its a clear sign if imcompetemce and lack of understanding of the law.

The legal framework for passage of money bills at the central government level is governed mainly by sections 59, 80 and 81 of the Constitution of the Federal Republic of Nigeria, 1999, as amended, as well as the Fiscal Responsibility Act CAP F40, LFN 2004
(Updated to 31st December 2010).
Section 80(2) of the Constitution provides that no money shall be spent by the Federal Government unless such expenditure is either provided for directly by the Constitution or it is authorized [i.e. appropriated] by the National Assembly, as follows:
“(2) No moneys shall be withdrawn from the Consolidated Revenue Fund of the Federation except to meet expenditure that is charged upon the fund by this Constitution or where the issue of those moneys has been authorised by an Appropriation Act, Supplementary Appropriation Act or an Act passed in pursuance of section 81 of this Constitution.”
Section 81 (1) of the Constitution prescribes the role of the President in the annual budgetary process – to prepare the estimates of revenue and expenditure and place same before the National Assembly, as follows:
“ 81. (1) The President shall cause to be prepared and laid before each House of the National Assembly at any time in each financial year estimates of the revenues and expenditure of the Federation for the next following financial year.”
