From my position, the following are the problems:

1. Your new Boss is not computer-literate. But don't tell him.
2. Your new Boss has not yet acquainted himself with the vocabulary of the job. (S)He needs some time.
3. Your use of the Oxford dictionary should be for meaning-making, contestations and definitions. It should be used sparingly for grammatical construct.
4. Arm yourself with your Boss style. For instance, always refer to previous signed memos for choice of words, language and vocabulary etc.
5. Improve yourself by reading widely.
6. Your new boss would appraise you, so be in good form at all times.
7. As for the Secretary, what is their level of input? Is it just copy (handwritten text) and type verbatim?

By the way, in most corporate organisations, they employ Head of Units that can multi-function/multi-task. One person to conceptualise, type, print and even despatch grin grin

No need for three persons simply waste of resources..imagine its even a federal government institution sef shocked

@op I have highlighted some of the errors in your post so instead of complaining you should brush up on your grammar. Take this period as an opportunity to learn. Prove to your boss that you want to learn. Maybe it would be a good idea to have your colleague to look at each memo before you present it to your boss.

In my first job, I had such a boss that told me he won't put his signature on a poorly written memo. Thanks to his strict nature i later became very good at writing memos. At a point i was moved to a different department and had to write a memo that required his signature. He was so impressed, and told me that the particular issue i had written on was one which no one else had done properly and from then on he started sending people to copy that memo from me whenever they had the same issue.

You might say, it's just a memo, but if you can master memo writing you will have no problems with any other kind of business writing.

That is how a mail was sent to a manager at NPDC, and because she didn't care about it, She was helped by her secretary to reply the mail and gave an approval for some stuffs. At a meeting, she was denying she didn't approve it, until that mail was culled. She was angry why they decided to use mail instead of memo. Omo, laugh wan tear my belle that day. Most Fed workers don't understand mail but memo, where different managers will approve on it and sign. Lol

Bro I said he use to cancel his own write up. Some times he will ask me to come with the first one I wrote were he did correction. Some times he will ask me if he has done correction before? So that he will sign it without checking it again. Some times if I don't want him to vet I will tell him that a superior boss of his has vetted by doing so he will not do anything again. The man is very funny I tell you

Grammatically, my sentence is par excellent.

Note: I used the verb "To Be", which perfectly goes with the past participle (Blamed) that immediately came after it.

You have nothing to worry about he is just a perfectionist. I have had a female boss like your boss although I was an intern then. My current boss is like that I dont get tired of showing him memos or reports even the ones he writes for you he will correct it.
But guess what I love my boss so oooo much. Today I made him disappointed. I am feeling really sad. Can't wait for tomorrow to come so i can make amends.

Reading your post, I can tell three things about you.
You feel you can't make therefore your boss is pushing and punishing you.
Your use of formal instead of former shows your level. To me, that mistake is severe. Well, truth be told, it is really not a mistake on your part. You don't know the meaning
You don't want to learn. If you did, you would have learnt from your new boss.

not 'work in' parastatals...you work FOR a company AT a location. See part of the problem?
